Tender description
The British Council is looking to secure a Venue Procurement/Sourcing supplier for our Computer Based Testing (CBT) operations in the United Kingdom and Ireland. The first examinations take place in December 2016 rising to 32 Centres for March 2017, and will rise to approximately 50 Centres later in 2017. The high level requirements can be summarised as follows: — The supplier shall provide a secure, highly reliable, modern, comfortable and easily accessible network of test centres for computer-based testing within the United Kingdom and Ireland. — The supplier shall provide venues that are equipped to a meet a minimum technical specification (both for computer equipment and facilities) and must be comparable across all test centres. — The test centres must be suitable for audio, video and writing based computer-based testing. — Venues can be either dedicated CBT venues with equipment in-situ, or ‘pop-up’ venues, with the supplier organising the provision of CBT equipment for the venue. — CBT venues chosen will provide on-site technical support. — Venues will be compliant with rules to accommodate candidates with special access requirements. — Venues/CBT rooms will be for the exclusive use of the British Council during the time of the CBT window. — The minimum individual venue size (for non-pop up venues) will be suitable for 10 test takers. — The supplier will attend yearly planning meetings with the British Council to assess the requirements for the next 12 months. — Ideally, any venues used should be used in subsequent CBT sessions, not changing for each CBT session. — The frequency of the examinations and duration required for each venue will vary and can be discussed. As an example, we will require venues in between 40 and 50 cities, 4 times a year for 1 week at a time (Monday to Friday) when running at full capacity. — The British Council will provide all Test Day Venue staff (e.g. invigilators, supervisors etc.,). We are keen to hear from suppliers who have the experience and breadth of reach across the United Kingdom and Ireland and would consider more than 1 supplier if this offered us the highest quality offering and coverage.
