Summary of the work The requirement for this work is to produce UX designs and deliver a design solution ready for the next phase - coding, based on user stories already identified and informed by best practice from existing market leading platforms. Expected Contract Length All work must be completed by 31 March 2017 Latest start date 16 January 2017 Budget Range Please submit a fixed price proposal. Why the Work is Being Done The new career pathways framework will articulate the skills and professional standards, competences and behaviours for policing on a national basis. It will provide the necessary underpinning to develop a licence to practice. The framework aims to deliver a better qualified, professional workforce equipped with the skills and capabilities necessary for policing in the future. This work must be completed by 31 March 2017. Problem to Be Solved The current role and skills framework is out of date and is being revised. The web platform it resides on is not fit for purpose, and is in need of modernisation. Who Are the Users As an officer, I want to be able to see everything in one place so that it saves time and reduces effort searching. As a member of the public, I want to access the framework on a variety of devices and browsers and it meets DDA Accessibility Standards. As a member of staff, I want to be able to search for information so that I can find it easily and be interactive (with links to videos, case studies, interviews) so that I can better digest the information. Early Market Engagement We have conducted two user workshops with police officers and staff and have identified the user stories for Alpha prototyping. Work Already Done The content of the revised framework is currently being developed by an external contractor in collaboration with the College of Policing. This piece of work is to develop the UX designs for the new framework. Existing Team The current project team includes: Business owner, product owner, project manager, existing designers within the College of Policing Digital Services team. Current Phase Alpha Skills & Experience • Digital Design Experience: Extensive experience in producing creative and innovative visual solutions in a complex online environment, demonstrating the ability to think in challenging situations • Ability to think creatively and deliver appropriate UX concepts • Proven understanding of accessibility issues relevant to online design • Thorough working knowledge and understanding of HTML5 and CSS • Specialist Software: Extensive experience as an interactive designer using, for example, Adobe Photoshop, Illustrator, InDesign and Sketchup Professional Nice to Haves • Knowledge across the digital design sector applying research in new design technologies to the benefit of the team, projects and services • Ability to present creative ideas, concepts and treatments to production team and clients Work Location The project team is based in Hendon, London, and the supplier will be expected to spend some time at this location. There will be travel to other College of Policing sites - Ryton, Harrogate and Central London. Working Arrangments Full-Time, Monday to Friday, 36 Hours per week - Flexible Working Patterns allowed. Any travel expenses will be reimbursed in line with the College of Policing travel and subsistence policy. Security Clearance Minimum NPPV2 - preferably with CTC No. of Suppliers to Evaluate 6 Proposal Criteria • Value for Money • Ability to deliver design solution on time • Work as a team with our organisation • Estimated timeframes for the work Cultural Fit Criteria • •Strong team working experience with the ability to think and problem solve independently • •Strong experience working as part of an agile team participating in daily stand up and retrospectives • •Engaging with team to create an environment for knowledge sharing and handover of completed products with knowledge transfer • •Excellent written and communication skills with the ability to translate complex issues to a non-technical audience • •Strong ownership and commitment to delivery • •Good collaboration skills and ability to share skills and information among team members • •Ability to build and develop good working relationships with staff and stakeholders Payment Approach Fixed price Evaluation Weighting Technical competence 60% Cultural fit 20% Price 20% Questions from Suppliers 1. Can you provide an indication of expected on-site attendance over the course of this phase of work, for each of the 3 locations, please? This will support our planning for resourcing and operational costs On average 1-2 days in Hendon each fortnight. Attendance in Harrogate and Ryton expected to be once a month. 2. Would the existing designers in your digital services team be leading the Alpha phase with a chosen supplier's support, or be supporting a supplier in leading the delivery, by providing their specific domain knowledge? The chosen supplier would be supported by the existing designers by providing their specific domain knowledge. 3. Does the person or company responding have to be security cleared to a Minimum NPPV2 - preferably with CTC before being able to apply? Due to the time taken to obtain clearance, we require individuals to already hold valid NPPV2 clearance.
