This is the Contract award notice for the Fleming Fund — Independent Evaluation Supplier. The Contract commences from October 2016 for a Contract period of 5 years plus optional extension period(s) of up-to a further 5 years. This Procurement was conducted via the DH' BMS' e-tendering system. The Department of Health (DH) has launched the Fleming Fund, a 265 000 000 GBP One Health programme to support low and middle income countries (LMICs) in tackling antimicrobial resistance (AMR). The Fleming Fund will improve laboratory capacity and diagnoses as well as data and surveillance of AMR in low and middle income countries (LMICs). Both the Prime Minister and Chief Medical Officer have announced that tackling AMR is a key priority. This Contract is for an evaluation supplier to deliver an independent long-term performance evaluation of whether the Fleming Fund has achieved its outcomes and impacts, providing formative recommendations to improve implementation, and a summary of its effects based upon initial evidence. The contract is for 5 years with break clause timings as described in the Procurement. DH reserves the right to extend the contract for further period(s) up to a maximum of 5 years conditional upon additional funding being identified; and relevant approvals.
