Framework for Specialist providers of evidence, interventions and evaluations using behavioural science, data science and/or public health science. The aim of products in this lot is to supply an analysis of the evidence relating to a specified topic or question. Categories of evidence review will include but not be limited to: — Secondary evidence — Systematic Reviews (with or without Meta-analysis). — Secondary evidence — Economic Evaluations. — Secondary evidence — Evidence summaries (also referred to as rapid reviews or evidence reviews). — Secondary evidence — Health Technology Assessments. — Secondary evidence — Horizon scanning and forecasting. — Secondary evidence — Evidence uncertainties. Suppliers appointed to this lot may also be required to undertake stakeholder or ‘expert’ interviews to supplement the above (e.g. primary research with key stakeholders may be required to access, contextualise and understand any documented knowledge). Suppliers appointed to this lot will be expected to work closely with the customer and the knowledge and libraries services in PHE for the initial stages e.g. to. The aim of products in this lot is to supply an analysis of the literature, interventions or programmes or policy using behavioural frameworks and theories to identify gaps and opportunities for intervention (justification for use of the appropriate behavioural framework will be expected). This includes but is not limited to: a. Behaviours: Identification of relevant behaviours and levels of behaviour (e.g. individual, inter-personal, organisational, system) to be changed, maintained, introduced or stopped. b. Drivers of Behaviour; identify the likely drivers of behaviour, using, for example, but not limited to, COM-B and the Theoretical Domains Framework. Use the Behaviour Change Technique Taxonomy-Version 1 or other appropriate frameworks to recommend techniques to change behaviour. c. Biases or heuristics use a ‘behavioural economics’/‘behavioural insights’ approach to identify biases or heuristics influencing behaviour and recommend appropriate interventions (nudges) for behavi. Evaluation is defined as an objective process of understanding how a policy, service, intervention or strategy was implemented, what effects it had, for whom, how and why. The aim of products in this lot is to deliver either formative or summative evaluation including, but not limited to, evaluations of programmes, interventions and/or services. Products in this lot are likely to require expertise in evaluation methodology, the use of frameworks to provide an explanation for the observed effects, use of routinely collected datasets as well as development of evaluation specific indicators, and analytical capability (both quantitative and qualitative) to support mixed-methods approaches. The aim of this lot is to provide a robust intervention design that clearly describes the expected behavioural outcomes, target populations, and specified evidence/theory-based mechanism of action. This should explicitly consider intervention opportunities in physical, social and digital environments. It is also likely to include details such as the planned location, stakeholders, and resource requirements for implementation of the interventions. Deliverables likely to be expected in all commissioned work include, but not limited to: (a) Identification of the behaviour. The aim of this lot is to implement trials in the field in line with a defined trial protocol, which may include intervention delivery and/or data collection for evaluation (analysis covered elsewhere). Both of these aspects are likely to require project planning and management; progress reporting, contingency planning and resolution, stakeholder liaison and engagement. a) Intervention delivery: including but not limited to activities such as participant recruitment, execution of randomisation of participants and documentation of randomisation procedures, management of the purchasing and distribution of intervention materials, the implementation of the intervention, and intervention performance monitoring. b) Data collection: including but not limited to activities such as fidelity checks, routine data extraction, administering surveys, data quality checks, ensuring data security and confidentiality. The aim of this lot is to provide a range of different types of qualitative research for a variety of purposes including but not limited to process evaluation of a trial, determining the feasibility of a trial and understanding the drivers and context for behaviour. Commonly this will involve in-depth interviews and focus groups but other qualitative methods such as discourse analysis, and conversation, analysis will be considered. High quality qualitative research will be expected such that the research method is suitable for answering the research question, there is a suitable sampling approach, data collected is rich and of high quality, there is a robust analytical approach, and a clear link between data interpretation and conclusions. The aim of this lot is to provide and impart expert knowledge to equip others with skills in at least one of the following areas; behavioural science, evaluation, data science, Health Impact Assessment, and critical appraisal. Some of, but not limited to, the following types of products that will be expected are: (a) Assess and understand needs of target group, develop learning objectives, and identify and apply suitable models of learning and teaching (b) Develop existing or new teaching and training materials with the Integration of current, relevant, quality evidence. (c) Deliver workshops and masterclasses; one-to-one expert advice clinics or drop-in sessions; seminars and lectures (physically or digitally delivered). The aim of this lot is to provide support for programs of work that deliver data and intelligence in epidemiology, population health, health and healthcare variation for morbidity and mortality for diseases and risk factors. The aim of this lot is to provide, proof reading, medical writing and editing expertise on a range of different topic subject areas. Reports will differ in complexity and length and will contain varying levels of statistical and medical information dependent on the topic involved and in most cases will need to be in language that is accessible for the general public. Medical writing and editing and expertise will ensure that reports comply with organisational publication standards and accessibility criteria. Some publications will also be put forward for submission to specified journals and will need to be edited to meet the criteria necessary to be accepted. To provide specialist advice, expertise and capacity on Health Impact Assessments covering some or all of the following elements: — Provide direct advice and support to national programme teams and to local areas about completing a Health Impact Assessment — Deliver all or part of a Health Impact Assessment — Reviewing PHE Health Impact Assessments — Provide training and capacity building in Health Impact Assessments. This lot is designed to enable full trials and projects specific to Behavioural insights projects and trials and evaluation of healthcare interventions. In many (but not all) cases the trials and projects will need to be carried out and reported to rigorous academic standards for publication in journals. The products and services commissioned through this lot will cover at least two of the following elements; — Evidence Review. — Behavioural analysis. — Evaluation design, analysis and interpretation. — Intervention design using behavioural theory and evidence. — Trial implementation. The aim of this lot is to provide a service that supports, develops, collects and collates population level data through but not limited to topic or themed surveys on; the health and/or determinants of health of the general population or specific sub groups, these may be in cohorts, time series, cross sections or longitudinal studies. The data gathered will be used for a variety of purposes including but not limited to supporting programs of work that deliver evidence and intelligence in epidemiology, population health, health and healthcare variation for morbidity and mortality for diseases, risk factors and wider determinants of health, for the purpose of improving health and reducing health inequality.
