Tender description

The objective of the EaWR ‘Blueprint’ and evidence base work stream is to identify and set out Network Rail's legal obligations, evidence the steps taken to date for compliance and develop and communicate the vision and any further steps necessary to achieve compliance to these obligations — in particular the EaWR — for Network Rail's Electrical Power systems and sub-assets. The ‘Blueprint’ and evidence base (hereafter referred to simply as the Blueprint) will inform the Electrical Power asset policy and provide the evidence to support and justify intervention options and associated investment to achieve compliance over a defined period. The Blueprint will be applicable to legacy and new Electrical Power systems and sub-assets, across their full life-cycle. This Invitation to Tender (ITT) remit relates to work stream 5 of the ESD programme and is for the development of the EaWR ‘Blueprint’ and evidence base. The ‘Blueprint’ document will, amongst other items described later in this remit, need to pull together relevant input from other ESD work streams and the Electrical Power asset policy for CP5 and CP6. It will also need to identify other key relevant health and safety legislation and consider if compliance with these requirements impacts compliance with the requirements set out in the EaWR and overall management of safety risk.
