Tender description

Wigan Council is seeking to procure a panel of contractors to be part of a framework agreement for building and associated works of varied values per works / project. The type of works may be both planned and reactive works carried out on a variety of premises including social housing. The framework agreement will have 12 lots covering Cleaning, Clearing, Painting, Garage Doors, Flooring (Tiling/Carpets/Various), Metal Gates and Fencing, and Hard and Soft Groundwork. The framework agreement will be for a maximum period of 3 years (1 year initially with an option to extend for up to another 2 years in annual or additional year increments). Each lot will be operated independently of the others and the intended work award process differs between the lots. The framework agreement will be available for use by all directorates within Wigan Council, schools in the borough of Wigan, and Wigan and Leigh Homes. Lot 11 a — Cleaning of Dispersed / Furnished Properties — Social Housing and Void Properties — covers the final cleaning of dispersed / furnished properties prior to handover and/or the replacement of any missing or undamaged items (provided by the client) including furniture, white goods, cooking utensils or bedding. Lot 13a — Painting and Decorating Including Graffiti Removal — Social Housing — covers internal and external works including the application of Sovereign antifungal solution as per their specification; stripping and hanging of wallpaper; emulsion on ceilings and walls; preparing and painting woodwork; external painting of woodwork, guttering and fencing; and the removal of graffiti on various materials. Lot 13b — Painting and Decorating Including Graffiti Removal — Other Premises and Sites — covers the application of Sovereign antifungal solution as per their specification; the stripping and hanging of wallpaper; emulsion on ceilings and walls; preparing and painting woodwork; external painting of woodwork, guttering and fencing; and the removal of graffiti on various materials. Lot 14 — Garage Doors — Fit New and Repair Existing as requested — covers the replacement of various types of garage doors and frames; various repairs e.g. replace damaged or broken garage door handles, locks, arms, mechanism springs. Lot 16a — Flooring Tiling — Social Housing — covers screeding and tile replacement both quarry and vinyl for domestic purposes, and the related supply and fit. Lot 16b — Flooring Carpets — Social Housing — covers the supply and fit of floor carpets and underlay for domestic purposes. Lot 16c — Flooring Various (All Uses) — Other Premises and Sites — covers the supply and fit of flooring in a variety of environments e.g. industrial, commercial and domestic flooring — vinyl tiles / sheeting; ceramic / quarry tiles; carpeting; carpet tiles. Lot 20a — Metal Gates and Fencing — Social Housing — covers the repair and replacement of metal fencing, gates and posts. Lot 20b — Metal Gates and Fencing — Other Premises and Sites — covers the repair and replacement of metal fencing, gates and posts. Lot 29a — Groundwork (Hard) — Social Housing — covers garden excavation, tree surgery, garden landscape flagging, ramps, kerbs, steps, concrete path driveways, drainage ACO draining, fencing concrete and timber. Lot 29b — Groundwork (Soft) — Social Housing — covers garden strimming and the removal of rubbish. Lot 12 — Clearing of Social Housing — covers front end clearing to void properties and the disposal of items; clearing out of garages and garage sites and disposal of items; needle and sharps removal and disposal; and fly tipping — collection, removal and the disposal of items as requested.
