Tender description

B&NES Council is seeking to procure a licensed energy supplier which is able to provide a local tariff for the B&NES district which offer a low cost, fair and transparent deal for local residents and businesses, through a delivery model which maximises community benefit, and which offers particular benefits for low income households and those on pre-payment meters, includes renewable and locally generated power, and also enables cost recovery for co-marketing activity by the Council The tariff will be co-marketed and co-branded with B&NES Council, with a fee (per-customer or scheme-wide concession fee) payable to the Council in return for access to the Council brand and marketing channels, capable of covering the Council’s internal management and marketing costs. The procurement, dialogue process and evaluation will be based on the following themes: 1. Price and tariff structure 2. Pre-Payment Meter customers and fuel poverty 3. Customer service and billing 4. Renewable energy 5. Community benefit and Council cost recovery 6. Marketing and Customer Acquisition 7. Business Resilience 8. Partnership approach As the contract will be, at least in part, of a concession nature this process is a concession as opposed to a standard procurement process. Keywords: Local Tariff
