Summary of the work A supplier with capability and experience in transforming large scale, complex business critical end-to-end legacy technology and services into efficient modern solutions, to provide a team for Beta through to Live. Key capabilities: System Integration/Technical Architect; IT Service Management; Digital Service Design; Service Transition, Security Architecture. See Working Arrangements section Expected Contract Length 32 weeks from Start Date for entire engagement Latest start date 6th February 2017 Why the Work is Being Done DS require a Delivery Supplier to support the development of integrated digital solutions that will deliver the DS Digital Strategy and also allow decommission and transition from the legacy platform. We need to : 1. Replace the existing legacy mission IT applications and technology platform (this currently supports DS's end-to end business processes) in favour of digital and cloud based alternatives where appropriate. 2. Design & deliver efficient digital services that enhances the user experience & meets their needs along with policy and strategy objectives. Problem to Be Solved Replace legacy systems and contracts with modern, flexible digital alternatives; and transform services to meet user and agency needs such as: -‘Digital First’ customer centric approach to delivering services, meeting SG Digital Strategy and standards; -Replace the mission IT legacy system, which is reaching end of its life, support and maintenance; -Develop the Service & Solution Architecture and overall Delivery Approach with appropriate levels of protection; -Provide System Integration, implement and provide initial Service Management capability throughout the Delivery -Where required, and under DS governance, identify and assist in the specification of requirements for off-the-shelf technology products/services Who Are the Users As a PVG Scheme applicant I need to efficiently become a Scheme Member to gain employment; As a PAD Customer I need a Disclosure to gain employment; As a Organisation working with the vulnerable I want to ensure my staff are not disqualified from working in this sector; As DS Security Manager I need to ensure customers personal sensitive information is proportionately protected; As DS Service Manager I need services that are efficient and effective to operate, support and improve to meet evolving user needs. Work Already Done DS have completed the Discovery Phase. Alpha Phase is now being undertaken and due to be completed by end of December. This has been undertaken by BJSS via a previous DOS Procurement. Background documents are available here: https://disclosurescotland.atlassian.net/wiki/display/SI/Supporting+information Existing Team The supplier will work with blended, multi-discipline in-house team, including Service Managers, Product Managers, Business Analysts, Technical Analysts, Technical Architects, Project Managers, Delivery Managers and Service users. There may be instances where the supplier will need to work with other DS suppliers. Based on the draft SoW DS anticipate Supplier resource to fluctuate in the range of 15-25 cross functional digital specialists e.g. Delivery Manager/Scrum Master, User Researcher, UX/CX Specialists, Business Analysts, Developers, Technical, Data & Security Architects, Test Manager, ITSM Architects, Dev Ops. Actual resource to be determined by the Supplier to meet DS requirements for this Procurement. Current Phase Beta Skills & Experience • As an organisation have direct experience of collaboratively designing and delivering similar successful Beta implementations of customer-centric digital public services (3%) • As an organisation have direct experience of delivering and supporting similar mission IT services which incrementally integrate and then migrate from backend legacy applications utilising cloud infrastructure (3%) • As an organisation have direct experience of employing user research to perform user centred design (2%) • As an organisation have direct experience of securing solutions which incorporate large volumes of personal sensitive information with appropriate levels of protection (2%) • As an organisation have direct experience of leading and collaborating in Agile and iterative development and building client capability whilst achieving successful delivery (2%) • As an organisation have direct experience of designing secure Public Cloud solutions to deliver Digital Services (2%) Nice to Haves Demonstrate experience of successful delivery of similar complex service transformation projects from Discovery to Live involving retirement of legacy services (1%) Work Location Work will be required to be undertaken at DS offices in Pacific Quay, Glasgow. Working Arrangments Stream A (short-term deliverable): Finalise the Beta Service Design and Architecture Integrate required components, build architecture, migrate data Build Beta Service for PVG Stream B (Supporting longer-term Outcomes): Continue to evolve Service Design and Solutions Architecture to meet the overarching Outcomes and Roadmap Undertake additional Discovery/Alpha/Betas Overall Identify technical, business, delivery risks and mitigations Generate epics, user stories and selection of services Supplement & build DS digital capacity and capability including solutions architecture and Agile delivery management, transfer knowledge Further details in draft SoW Key Staff: Senior Technical Architect Lead, Senior Digital Service Design Lead & Senior Delivery Manager Security Clearance All Supplier resources must meet the Baseline Personnel Security Standard (BPSS). No. of Suppliers to Evaluate 5 Proposal Criteria • Approach and methodology to deliver Stream A of draft SoW including proposed team size, roles & skills. Highlight any dependencies & Key Risks. Anticipated Supplier Resource in Existing Team Section • Approach and methodology to deliver Stream B of draft SoW including proposed team size, roles & skills. Highlight any dependencies & Key Risks. Anticipated Supplier Resource in Existing Team Section. • Detail Key Staff allocated to this contract & proposed Governance model. (Key Staff detailed in Existing Team Section). Provide, abbreviated CV's, relevant case studies leading similar deliveries & aligning workstreams. • In line with advert requirements and draft SoW describe proposed approach and methodology to assist in selecting/implementing the Mission-IT internal business application and plan for transformation of DS business capability. • In line with advert requirements and draft SoW describe your proposed approach and methodology to design and build a secure cloud architecture for hosting DS services. • In line with advert requirements and draft SoW describe your proposed approach and methodology to assist DS in planning and initially operating the required IT Service Management capability. DS have completed the Discovery Phase. Alpha Phase is now being undertaken and due to be completed by end of December. Could you please detail the technical architecture decisions and software products that have been selected for the Alpha. Further information will be made available to those Suppliers taken forward to the Proposal stage. 3. Do you have an indicative budget for the project? The Programme has an overall budget for all Procurement stages. The total/remaining budget will not be shared with potential suppliers. DS expect bidders to submit a bid that demonstrates best value for money for Disclosure Scotland to meet the requirements of this project. 4. Do you have a preference for a local based supplier? Disclosure Scotland do not require the supplier to be based locally. 5. 5. Is the full team required to be onsite in Glasgow or is there the option of remote and/or offshore working? It is our firm expectation that all of the services will need to be undertaken at Pacific Quay, Glasgow. However if a supplier could demonstrate a strong case for some activities to be undertaken off-site but still within the UK, we would consider this.Due to the sensitivity of the data Disclosure Scotland processes, we would could not consider offshoring services out with the UK. 6. Hello, would you consider remote working, or would work have to be done on-site in Glasgow? It is our firm expectation that all of the services will need to be undertaken at Pacific Quay, Glasgow. However if a supplier could demonstrate a strong case for some activities to be undertaken off-site but still within the UK, we would consider this.Due to the sensitivity of the data Disclosure Scotland processes, we would could not consider offshoring services out with the UK. 7. Can DS publish the Draft SOWs for Streams A and B now? No. This will be provided to the shortlisted suppliers. 8. Can the SOWs for Streams A and B be awarded to two different suppliers? No. The SOWs for Stream A and Stream B will be awarded to a single suppliers. 9. Can the incumbent supplier for Discovery and Alpha, BJSS, bid for the Beta to Live Streams? Yes 10. Does DS have enough space for supplier staff to co-locate in DS’s premises in Glasgow? Yes, DS has space for supplier staff to co-locate within DS premises. DS are able to provide space for up to 20 personnel at this stage, however DS would make best endeavours to maximise the opportunity for co-location and meet suppliers needs set out in their proposal. 11. What is DS’s definition of ‘Capped time and materials’? Suppliers to provide rates for time/materials – with overall bid to be capped at a maximum cost. 12. Is the PAD Discovery and Alpha part of this contract or will that be awarded separately? To confirm, the PAD Discovery and Alpha is part of this contract. 13. Can you please provide indicative timescales of this procurement ? The anticipated timelines are as follows (please note these are subject to change) –- The deadline for submitting Yes/No Essential and nice to have responses is Friday 2/11- DS will send shortlisting spreadsheets to suppliers Saturday 3/11- The deadline for submitting shortlisting evidence responses is Saturday 10/11- Unsuccessful bidders will be notified by approximately Friday 16/12- Shortlisted suppliers will be notified by approximately Friday 16/12. (Shortlisted suppliers will be required to register on PCS -Public Contracts Scotland, prior to the next stage)
