CORTISONE's vision is to deliver a sustainable, integrated, cohesive and enduring information capability that will fully and effectively support the delivery of evidence-based medical, dental and healthcare outputs, in order to achieve the Aim of the Defence Medical Services. The key output will be interoperability between all elements of the delivery solution. To deliver the integration required by the programme a team will be created to develop the solution based on COTS products with vendor support. The MOD team will work with suppliers to configure the COTS Products and the associated Interfaces to meet the requirement. It is assumed that the iEHR COTS product will provide the integration hub which other products will need to interface with. Industry Day. Details can be found here: http://www.techuk.org/events/briefing/item/9611-programme-cortisone-update-and-industry-engagement-day These components will deliver the underpinning Medical Information Systems (Med IS) architecture for CORTISONE that will allow clinicians/users to view, create, exchange and share health and healthcare information, across Defence (all Defence Medical Services (DMS) environments, fixed and deployed) and through a variety of secure interfaces, with various non-DMS healthcare providers (eg NHS (UK (‘four nation’ health services)), NATO and other allies). This will deliver the integration capability required to provide the backbone to enable interoperability, configurable user access points and information exchange across current and future interfaces. This lot will comprise of a collection of tools, processes and services that enable data from anywhere in the medical services architecture to be used to produce reports at any level of abstraction. This includes simple reports for a single clinician about a patient, aggregated statistics for military formation HQs and data analytics across the entire medical data set. The difference between this component and the reporting provided within a particular application is that all data in the architecture is available for reporting on as well as data from outside the medical domain. The responsibilities of this lot will include but not be limited to: a. Anonymise Patient Records (pseudo-anonymisation and anonymisation of records) b. Perform complex event processing and alerting; c. Perform data analytics d. Perform routine but integrated reporting e. Publish business events f. Role based access control. This lot will provide a core system used at first contact between the patient and the primary healthcare clinician. This service will enable the user to access, manage and record the clinical information required to deliver primary healthcare, including those that are military specific. This includes the management of consultations, referrals, diagnostic tests, results and decision support tools. This lot will deliver services to enable the user to manage all data relating to dental healthcare delivery activities, including those that are military specific. This includes: A. Consultation management B. Referrals C. Diagnostic tests D. Decision support tools E. Dental charts F. Dental treatment plans G. Periodontal charts H. NATO dental fitness categories I. Laboratory work such as dentures/crowns J. Dental specialties including orthodontics, periodontology, oral surgery, forensics and digital dental radiology (intraoral). The responsibilities of this lot will include but not be limited to: a. Dental Healthcare Record Service b. Dental Digital Radiographs (intraoral) Management Service. This lot will deliver services to enable the user to be able to manage all data relating to mental healthcare delivery activities, including those that are military specific. This includes the management of consultations, referrals, diagnostic tests and decision support tools. This lot covers requirements specific to mental healthcare in addition to those described in other lots, which include but are not limited to general healthcare, imaging and referrals. Some mental healthcare user capability requirements are specific to the delivery of mental healthcare but some are general capability requirements needed by a wide range of DMS users, including but not limited to practice management, appointment management, referrals and medicines management. This lot will deliver services to enable the user to be able to manage all data relating to occupational health activities, including those that are military specific. This includes, although not exclusively, services to support the management of Medical Boards, recruitment, fit for task codes (PULHHEEMS/JMES) and exchange of information with current and future Human Resources/Administration (HR/J1) services. The primary role of the DMS is to ensure that Service personnel are ready and medically fit to go where they are required in the UK and throughout the world, generally referred to as being ‘fit for task’. Therefore, OH activities occur within the DMS at many different levels from medical primary healthcare through to specialist OH consultants. This lot covers requirements specific to OH in addition to those described in other lots which include but are not limited to general healthcare, imaging and referrals. This component will deliver services to enable the user to be able to access an ERMS. This service will need to be accessed by users other than medical primary healthcare users, such as CDR, dental, Regional Rehabilitation Unit (RRU) and Defence Medical Rehabilitation Centre (DMRC) and Defence and National Rehabilitation Centre (DNRC). This will enable the prescribing, capture, reporting and archiving of all medical images including dental. This component will deliver services to enable the user to be able to manage all data relating to rehabilitation delivery activities, including those that are military specific. This includes the management of consultations, referrals, diagnostic tests, prosthetic management and decision support tools. These services must be available at all types of rehabilitation facilities including Primary Care Rehabilitation Facility (PCRF), RRU and DMRC/DNRC. The DMS delivers rehabilitation services in a range of environments in both primary and secondary care facilities and therefore these services will need to be used by users other than medical primary healthcare users. These services will need to be interoperable with several other services delivered by CORTISONE. The business has also identified a number of requirements for specialist rehabilitation services such as foot pressure system/ gait analysis system/ prosthetic management system. This lot contains a suite of services to enable users to manage the efficient and effective administration of healthcare delivery. These services will need to be accessed by users other than medical primary healthcare users, such as CDR, dental, Regional Rehabilitation Unit (RRU) and DMRC/DNRC. It contains the following: a. Practice Management Service. b. Appointment Management Service. c. Laboratory Information Management Service. d. Referral Management Service. e. Medicines Management Service. f. Audio-visual Communication Services (Telemedicine). g. Clinical Decision Support Tools. h. Medical Language Voice Recognition Service. i. Language Translation Tool. j. Scanner and Optical Character Recognition (OCR) Service. k. Clinical Notification Service (Alerts).
