2244 Passenger Transportation DPS - Taxis

Tender description

This is a Dynamic Purchasing System (DPS) for the procurement of taxi transportation for the East Riding of Yorkshire Council, to include Home to School/College transport and transport for Social Services clients. East Riding of Yorkshire Council will be tendering the majority of its future Passenger Services Unit Taxi requirements via this DPS. The DPS is similar to a framework agreement except that at any time during its lifespan operators may apply to be admitted onto the DPS. All taxi operators who meet and pass the published criteria will be admitted to the DPS and informed of this. When the Council has taxi transport requirements, all operators who have been admitted to the DPS at that point, will receive an email alert from the YORtender portal advising them that a tender for transport contracts is available. Admitted operators can then log in to the YORtender portal and will be able to express interest and submit prices for the available contracts. Award of contracts will be subject to operators meeting the applicable specifications and agreeing the Council’s terms and conditions of contract. Historically the Council’s taxi transport requirements have been advertised twice a year to start in September and February. One of the benefits of the DPS is that requirements can be administered in less time and be more responsive to the needs of the service. Consequently we may advertise our taxi transport requirements more frequently than before. The Council reserves the right to purchase any service (whether similar to the services or not) from any service provider outside of the Dynamic Purchasing System, and accordingly admittance to the DPS does not give rise to any exclusivity for admitted operators.
