Tender description
Sheffield City Council is commissioning research into the relatively low take up of Free Early Learning (FEL) among the Black & Minority Ethnic (BME) community within part of the city of Sheffield (Burngreave Children's Centre area) which contains a majority BME population. There are currently two areas of government funded childcare available, both of which are free of charge to parents: • 2 year-old Free Early Learning (FEL) which is available for children from deprived backgrounds – children are eligible if they meet certain specific criteria. • 3 and 4 year-old Free Early Learning which is a universal entitlement.
