Summary of the work The Council has made inroads with its digital agenda, it could better. Having had two years experience the Council now wishes to refresh its website to enable it to take advantage of latest research and best practise. Also to help it achieve the relevant accessibility standards. Expected Contract Length 01/03/2017 Latest start date 30/11/2016 Why the Work is Being Done Bassetlaw has been digital for the past two years. During that time it has learnt many things some of which most Councils have yet to experience as their journey has just begun. It is time for change, building upon the success the Council which to transform and broaden the number of services facilitated on-line. Over the next 3 months it wishes to re-think customer experience and concentrate on subjective rather than objected enhancements. Problem to Be Solved Clear and concise website design to heighten user experience and as well as a responsive website Who Are the Users As a citizen of Bassetlaw I need to easily navigate and transact so that I can find information and access council services Existing Team The Council currently has a transformation team which concentrates on not only improving user experience but also develops the framework for the rest of the Council to adhere to. The digital platform is supplied another supplier and the CMS used is Umbraco 7 Current Phase Alpha Skills & Experience • Demonstrate experience of research in webdesign • Demostrate the ability to focus on Customer Expereince • Demonstrate knowledge of user testing • Demostrate knowledge and experience of providing a multi-departmental website design • Demonstrate an understanding of Local Government and especially DIstrict Councils • Web Design for accessability with associated accreditation • Ability to profile customers to enable, by design, to increase digital takeup Work Location Worksop Working Arrangments The Council needs expertise with the web design phase of the transformation programme. Taking the latest research into account it needs to develop a framework which can support the organisational transformation agenda for the next four years. Which supplier provides the current platform? Meritec 2. Can you please confirm if you are looking for an individual contractor to provide this service, or a team of Web Designers? This is in reference to the 'capped time & materials' stipulation. As the Council wishes to cover multiple agendas it does not expect one person to be able to deliver the whole range 3. Please could you provide a budget range? This will help us to define the scope of the work we can provide. This purely depends with the offering proposed within the timescales. Consultancy based on design and functionality as well as accessibility could take a number of weeks and the Council expects this to be around upwards of 25k 4. Is the intention to retain Umbraco CMS? Or are you open to a new enterprise CMS? The Council will only entertain moving away if Umbraco is not fit for purpose 5. Is the indicative pricing of £25k for the consultancy around UX? Or is that to include designs and implementation? The figure quoted is to help the in-house team to deliver a) A full responsive design b) Ensure that it is fully accessibleThe supplier must demonstrate a full understanding of UX and aid the Council with the design process 6. Hi, How flexible is the programme with regards to remote working? would it be possible to do 3 days remote and 2 days onsite? Thanks. The Council fully understands a requirement for remote working, but the essence will be to ensure that the in-house team are fully conversant will what you are proposing and, more importantly, why. . 7. What will be the working arrangements? Do you expect the supplier to work side by side with your team at your HQ or can the work be done remotely? I refer you to the previous answer 8. Has any research been already made? No apart from intelligence gathering 9. Will the supplier be responsible for the user recruitment or will the users be recruited by the Council? The supplier will be responsible 10. How do you envision the result of the design phase? Should it be a final front-end design or hi-fidelity prototype? The Council would expect anything up to 3 prototypes to go forward to the selection process with recommendations for each 11. With whom will the supplier be communicating on the Council side? Will there be one person responsible or are you rather planning to form a team with people from both sides? The Council already has an ICT transformation team so it would expect that team to be communicating with the supplier 12. How do you see the division of responsibility between the transformation team, digital platform supplier and the design supplier? Design Supplier will aid the transformation team with the best practise features to be utilised based on objective research rather than subjective. The platform supplier will host solution and, if using a different CMS tool provide the transfer to that new solution 13. Have all necessary approvals and research been completed/conducted already? Meaning that it is just the technical delivery which needs to be completed. No 14. Is there any further clarification on what specialist technologies/tools the supplier would be working with for this opportunity? The main tool will relate to the CMS system. Currently Umbraco 7 although if there are better tools for accessibility and responsive the Council would consider using another.
