Tender description

Why the Work is Being Done The Council’s budget has significantly reduced with further reductions in funding expected. The programme proposes a significant investment in digital technologies and business transformation as an enabler to service reform projects. A wide range of technologies will be implemented to support systems integration and service redesign. The aim is to release functionality to the public as soon as it's viable, and then to continuously improve in conjunction with users. The vision is this enhanced technological capability and the accompanying change will support a shift in our relationship with users enabling services to deliver better outcomes and better value for money. Problem to Be Solved Citizen records are held on a number of systems that need to talk to one another to provide a single holistic view of a citizen to allow better decision making and early identification of issues. We'd like to improve our online IAG and forms to reduce staff effort. We'd like the transaction process to be automated and fully end to end where possible to reduce re-keying. We need a supplier to partner with to provide programme advisory advice and technical solutions on work to integrate legacy systems, who will share their knowledge whilst using their specialist skills to deliver. Who Are the Users As a citizen of Stockport I want to report faults or request things online and to be able to know how this request is progressing so that I don't need to call to find out what's happening or wait too long for it to be actioned. As a citizen of Stockport I want the council to know what contact I have had with them across all their services so that they can see me as a whole person and not just a single issue, so I don't need to repeat myself and better judgements are made about my needs. Early Market Engagement Work Already Done The council has been developing digital solutions for citizens. Success is the release of Minimum Viable Product solutions which can be reused to build more functionality in future. So far we have built: A cloud based web publishing platform built with .Net Core, AWS and Contentful. A single Sign on Service for citizens using Auth0, .Net Core. A citizen personalisation database using Microsoft SQL Server. An API access layer for on-site back-office systems using .Net 4.5. Business Intelligence reporting automation using Python and Postgres. A continuous integration pipeline. Existing Team We have a number of workstreams which comprise of a mix of supplier, contract and SMBC staff. Teams are cross-functional with roles including Product Owner, Delivery Manager, Business Analyst, Developer, UX, QA. In addition there is a programme management office providing administrative support and leadership - roles here include: Programme Manager, Information Governance, Tech Architect, Business Architect and programme support and administration. Current Phase Beta Work Location Stockport Council premises, Stockport town centre. Working Arrangments It is preferred that suppliers work at Stockport Council premises, in cross-functional teams, alongside contactors and SMBC staff in order to facilitate knowledge transfer Security Clearance Additional T&Cs Skills & Experience Proven track record of providing professional digital consultancy to enable SMBC to work in partnership to create a sustainable digital service Substantial experience of providing user-centric design of services based on GDS design principles or similar with an emphasis on user experience integrated into agile software delivery Agile methodology used as standard with evidence of considerable degree of business engagement Extensive experience in a government / public sector digital transformation setting Extensive experience in a supportive/coaching role to develop internal skills/abilities Evidence of championing open standards and open source principles Evidence of building modern software fit for use on a multitude of devices and platforms Evidence of building integration interfaces and technologies using APIs, database interfaces and other routes eg robotics Experience of deploying applications to and working with AWS Experience of using of support and testing technologies for continuous intergration such as Docker, Make/Gulp, Selenium, XUnit, Git Experience of building software on various database platforms including SQL Server and Postgres Experience of working with development languages / platforms such as ASP.NET Core, C#, JavaScript, jQuery and using test driven development an SOLID object oriented code.
