Tender description
The Secretary of State for Health (the ‘Authority’) is issuing this notice to inform the market of its intention to start a competitive procurement of three NIHR Co-ordinating Centres — NETSCC, CCF & NOCRI. The purpose of this tendering exercise is to identify suitable Suppliers to continue the provision of the 3 requirements which have a combined total value of 140 000 000 GBP for contract terms of 5 years, with an option to extend for a further 4 years at additional cost of 112 000 000 GBP subject to contract review. The NIHR is a large, multi-faceted & nationally distributed organsn funded through the Authority to improve the health and wealth of the nation through research. It carries out its activities through 4 main work strands: Research, Infrastructure, Faculty & Systems. Management support of these 4 work strands is carried out by Co-ordinating Centres. The requirements are divided into 3 lots — NETSCC & CCF have to be separate suppliers. The NIHR Evaluations, Trials and Studies Coordinating Centre (NETSCC) is a crucial component of the NIHR providing identification, prioritisation, research commissioning and management facilities for needs led Research Programmes. The successful supplier will be able to demonstrate: — R&D commissioning and management expertise — A solid institutional base with structures for recruiting and developing research management staff — An understanding of key research funding bodies — An understanding of the Authority and NHS — Multi-disciplinary skills i.e. finance management, communications, information systems, administrative and secretariat skills — Systems and processes to support excellent information governance and data management. The Central Commissioning Facility (CCF) is another crucial component of the NIHR providing research commissioning, management and hosting facilities for: — Research Programmes — Research Schools — Research Infrastructure — Research Faculty The successful supplier will be able to demonstrate: — R&D commissioning and management expertise — A solid institutional base with structures for recruiting and developing research management staff — An understanding of key research funding bodies — An understanding of the Authority and NHS — Multi-disciplinary skills i.e. finance management, communications, information systems, administrative and secretariat skills — Systems and processes to support excellent information governance and data management. The NIHR provides a health research system in which the NHS supports outstanding individuals working in world class facilities, conducting leading-edge research focused on the needs of patients and the public. The NIHR works in partnership with many sectors including the public and service users, the NHS, public health, other Government funders, the academic and third sectors and industry. The NIHR Office for Clinical Research Infrastructure (NOCRI) aims to maximise the Department of Health's substantial investment in clinical research infrastructure and help other research funders, such as industry and charities, to navigate this infrastructure for: — Health research and patient benefit — The nations international competitiveness as a location for applied clinical research The successful supplier will be able to demonstrate: — R&D commissioning and management expertise — A solid institutional base with structures for recruiting and developing research management staff — An understanding of key research funding bodies — An understanding of the Authority and NHS — Multi-disciplinary skills i.e. finance management, communications, information systems, administrative and secretariat skills — Systems and processes to support excellent information governance and data management.
