Procurement of Evaluation of Engagement Framework

This evaluation will provide an independent assessment of the implementation and impact of the engagement model and the quality of engagement undertaken by the CCG. 2.2 Aims and Objectives of the Evaluation The aim of the evaluation is to: 1. Measure the impact that the new engagement model has had on the quality of engagement undertaken by the CCG 2. Demonstrate the impact that the new engagement model has had on the decision making and commissioning activities of the CCG and the CCG’s understand of the health needs of the local population 3. Determine whether the model has provided value for money The following list provides further specific objectives for the evaluation that will support delivery of the above detailed aims: • To determine the effectiveness of implementing each component of the engagement model: • Patient Leader Programme • People’s Council • Community Partners’ Framework • To determine the effectiveness of the model as a whole, and the interplay between the three main elements of the programme • To determine whether potential / real conflicts of interest are being appropriately managed in instances where there is common organisational membership between the People’s Council and the Community Partners Framework • To measure the quality of the engagement activities delivered through the new model in terms of whether they demonstrate: • A clear and robust process for designing engagement exercises aligned to the organisation’s commissioning activity • A greater understanding of seldom heard groups • A more targeted and considered approach to the design and delivery of engagement exercises, taking into account the range of methodologies available and those most suitable for the groups being engaged • A more intelligence led approach, including the use of intelligence to help shape engagement exercises for different communities • To evaluate the impact on community and voluntary sector organisations when applying for and undertaking engagement on behalf of the CCG • To evaluate the impact of the patient leader training programme and how this improves partnership working between patient leaders’ and the CCG • To evaluate the experience of patient leaders, People’s Council members, voluntary and community sector organisations and CCG staff involved in the programme • To determine the appropriateness of the engagement costing framework through a review of each funding level against activity and impact • To determine the return on investment (both financially and socially) that the new model of engagement provides
