Summary of the work Working within one of the Applications Development & Support Teams, undertaking the development and support of DVLA’s applications both internal and public/customer facing. The role holder will work as part of a flexible software delivery team working in a variety of styles, including Agile. Our scrum teams are supported by the following roles; • Product Owner/Business SMEs • Scrum Master • Business Analysts • Interaction Designers • Developers • Testers • Domain/Solution Architects • User researchers What Specialists Work On In order to support the pipeline of work the level of in house expert knowledge needs to be supplemented in order to continue support the delivery of the pipeline and enablement of the in-house team . DVLA Software Engineering Capability is looking for highly skilled Java developers to undertake the development and support of DVLA’s applications both internal and public/customer facing. The successful individuals will work as part of a flexible software delivery team working in a variety of styles including Agile. Skills & Experience • Substantial experience in application development using Java • Experience in leading the design, development, testing, quality assurance of bespoke applications using Java • Ability to demonstrate the competencies to rapidly acquire the skills in another development language • Experience in mentoring Developers • Experience in system support and continuous improvement • Strong analytical skills • Excellent written communication skills including reports, and technical specifications • Ability to communicate effectively to customers at all levels of the business • Experience in the following technologies – Java & Unix Nice to Haves • Experience in development of browser (web) based systems • Experience of working within an agile system development methodology particularly Scrum • Experience in two or more of the following technologies; • SQL • HTML / CSS • XML / JSON • Weblogic / Enterprise Java • DROPWIZARD • LINUX / WINDOWS • AUTOMATED TESTING TOOLS (JUNIT/JBEHAVE, SELENIUM, BROWSER STACK, CUCUMBER) Work Location DVLA Morriston Working Arrangments Onsite 5 days a week. 8 hours per day exclusive of lunch and travel. To be available on rota basis to undertake out of hours activities and provide on call cover to support the service. T&S charges only apply for staff that commute over a 75 mile journey in each direction. T&S is only applicable at the following maximum rates (excluding VAT): i. For T&S including travel but no overnight stay: Suppliers plain day rate plus £45.00. ii. For T&S including overnight stay: Suppliers plain day rate plus £90.00 Security Clearance SC Qualified (This must be valid) No. of Specialists to Evaluate 10 Cultural Fit Criteria • Experience working as part of an agile software delivery team, embracing collaborative working practices and contributing to a shared team goal • Supporting enablement of in-house development capabilities, engaging with staff and creating an environment of knowledge sharing Evaluation Weighting Technical competence 65% Cultural fit 15% Price 20% Questions from Suppliers 1. Should the quoted day rate include T&S? If not, will T&S costs be taken into account when evaluating price? The day rate is exclusive of T&S and only the day rate is taken into account during the evaluation. 2. Can you please provide further information on the out of hours work mentioned - is this on a rota basis? will candidates need to be physically in the office or can they operate remote access? What is the average number of call outs per OOH shift? The out of hours work will be on a rota basis and remote access will be provided, call outs vary depending on the system that is being supported. I do not anticipate the contractors having to undertake this work but we have put it in just in case the need should arise. 3. With regards SC clearance, is there an option to apply for this if not currently valid? No - SC Clearance must be valid. If any application is received without a valid SC Clearance in place, the application will not considered.
