Tender description

Caerphilly County Borough Council Social Services and Families First and Flying Start are looking to establish individual contracts with external organisations to meet the guidance provided by Welsh Government for the two Anti-Poverty Programmes. There are six contracts as detailed below, providers may tender for one or more lots. Applications are invited from organisations who will work together to deliver projects across Caerphilly county borough as part of the Anti Poverty Programmes. Parenting Programmes and Individual Family Support in the Home (Flying Start) — This project will provide targeted parenting support for families in Flying Start areas and will serve a geographical area working alongside the 3 CCBC Family Support teams. The support will consist group based sessions, pre-group individual sessions and bespoke individual packages delivered in the home. Targeted Parenting Support (Families First) — This project will provide targeted parenting support for families across Caerphilly by delivering group based sessions, pre-group individual sessions and bespoke individual sessions. Domestic Abuse — This project will deliver support for children and young people under the age of 25 and living within the Caerphilly County Borough Council Area, affected by Domestic Abuse. The service will ensure that children and young people are supported to explore, discuss and share their experience of Domestic Abuse and their feelings. Parental Advocacy — The project will deliver an impartial and independent advocacy service to parents or carers of children / young people under the age of 25 living within the Caerphilly County Borough Council area. Early Language Development groups — For Families First groups, children (aged 1-3) and their families outside of Flying Start areas will be referred through to one of up to 6 Early Language Development (ELD) Groups (previously called Pop in and Play) where Health Visitors / other professionals believe there are language development delays. In addition all Flying Start families with children aged 1-2 years old will be offered access to a local ELD group. All 26 Flying Start areas will have access to locally delivered Flying Start ELD groups. Bespoke Child Development Packages in the Home for Children with Disabilities — This project will deliver a bespoke package of child development in the home with the child and family, supporting the family to develop strategies to maximise the learning and development ability of their child. This project is aimed at children aged 18 months — 2.5 years, with emerging needs to increase their baseline assessment towards the ‘normative’ child development expected.
