Islington Council invites suitable expressions of interest from suppliers for Drainage Repairs and Maintenance works including out of hours cover for emergency works in support of the Council’s in-house teams. The council is looking to establish a single supplier framework agreement. Background Islington Council is committed to making Islington a fairer place to live and work and an efficient repairs and maintenance service to its residents is a Housing priority. The repairs service aims to demonstrate a positive impact on our residents’ health and well-being by maintaining properties which are safe and fit for purpose. Islington Council decided to end its housing repairs and maintenance managed service arrangement and set up an in-house repairs team to carry out repairs and maintenance to our housing stock in August 2014. Staff in the in-house repairs team are all be employed directly by Islington Council. By bringing the repairs service back into the Council, the Council will have more control over the repairs and maintenance service it delivers to its residents. The in-house repairs and maintenance teams require support from external contractors with skilled Drainage Repairs and Maintenance tradespeople in delivering a first-class drainage repairs and maintenance service to its residents. Leaseholders who may be required to pay towards part of any repairs and maintenance costs have been consulted. Current status The responsive Drainage Repairs and Maintenance services will include day-to-day, emergency and routine drainage repairs, also general maintenance and improvements to our drainage systems (internal and external) together with the communal areas and communal services and facilities. Repairs are carried out inside tenanted properties, to the communal areas, to estate roads and paths, or to communal services and facilities. Leaseholders may need to contribute to the cost of repairs, maintenance or improvements like these and through the block and/or estate repairs element of their annual service charge. The Schedule of Rate details the costs of types of work carried out and are essential to ensure an accurate and timely recharge to leaseholders. Islington has a diverse community and our housing stock reflects this diversity. This Drainage contract will cover the whole borough geographically. The requirement The aim is to support the in-house teams in providing an efficient and effective service to our residents and ensure the Council’s housing drainage systems are maintained in good order of repair. This will include basic repairs, improvements where required and general maintenance. The contractor will be the sole provider for out of hours drainage works (although this is subject to change), so must be able to provide a reliable out of hours service with the ability to attend in a timely manner, clear drain blockages and deal with urgent drainage related matters during these times. Examples of work which may be carried out under the proposed Drainage Repairs and Maintenance agreements include but are not limited to: • Drainage repairs to communal drains • Clearing and emptying drainage runs and gullies including jetting and gully suckers • Improving and upgrading drainage systems • Emergency drainage works • Maintaining existing drainage and associated works • Drain testing, for example using CCTV • Works to manholes including covers and slabs • Works to land drains and soakaways • Blockages (and all associated works e.g. rodding & sanisnakes) • Removal of blockage waste (irrespective of waste type) and wash down of contaminated area • Drain lining • Descales • Collapsed drains (including all associated works e.g. excavation, drilling etc) • Drainage related plumbing external (e.g. replacing a stack) • Drainage related plumbing internal (e.g. removing and refixing a toilet pan to access a blockage) • Dig ups (drainage) • Environmental cleans (following back surge) • Aquavac (wetvac) The Council is looking to appoint a total of one (1) experienced Drainage Repairs and Maintenance works contractor to carry out drainage repairs and planned works to Islington Council housing stock. The successful contractor will also be required to provide a robust out of hours emergency service every day of the year. Full details of the out of hours emergency cover will be included in the Invitation to Tender (ITT) documents. Lots This contract is not being split into lots as the scope of the service is fully integrated to a single provider. TUPE [Transfer of Undertakings (Protection of Employment) Regulations] Potential providers must be aware that TUPE may or may not apply to this service. Further details will be available in the invitation to tender (ITT). Contract Period The contract period will be for twenty four (24) months from estimated start date 1 July 2017 with option to extend for an up to a maximum twenty four (24) months. The contract length is therefore up to a maximum of fourty eight (48) months including the extension.Any extension will be subject to satisfactory performance and future support requirements. Contract Value The estimated total value of this contract is £800,000 over the maximum forty eight (48) months term of the contract. This is based on £200,000 per annum. There are no guaranteed volumes of work, as this is based on demand. Award criteria The contract will be awarded to the Most Economically Advantageous Tender (MEAT) in accordance with the Public Contracts Regulations. MEAT for this contract is quality 30% and cost 70%. Cost 70%- Further details will be available in the invitation to tender. Quality 30%- made up of: 5%-Proposed approach to mobilising, implementing and managing 5%-Proposed approach to meeting volumes and timescales 5%-Proposed approach to Customer Service 5%-Proposed approach to Health and Safety 5%-Proposed approach to quality assurance 5%-Proposed approach to Social Value Total 100% Tenderers should be aware that we reserve the right to hold site visits during the tender process. Site visits and/or presentations and/or interviews will be for verification/clarification purposes of the written submission. We reserve the right to interview leading bidders. Procurement Process This contract is over the Official Journal of the European Union (OJEU) threshold. This contract will be procured using the Open Procedure. The Open Procedure means that all bidders who successfully express an interest will automatically be invited to tender and have access to the tender documents. Those who submit a tender and meet the minimum requirements will have their full tender, method statements and pricing evaluated.
