Tender description
Portsmouth City Council (the Authority) has awarded a contract for repainting and making good the steel beams on the underside of the Eastern Road Water Bridge. The overall objective of the contract is to increase the lifespan of the bridge in a cost effective way. The contractor was secured on 16.9.2016 via a Pre-Construction Services Agreement (PCSA) to work with the Authority on a design and build basis to progress the design to achieve solution, price and programme certainty by December 2016. Subject to Council sign-off, an NEC3 Engineering and Construction Contract will be awarded to the same contractor in January 2017 for works to be completed between April and September 2017. If agreement cannot be reached the Authority is able to retender the design to complete the works with a different contractor. The value of the PCSA contract is capped at 65,437 GBP. The value of the NEC3 contract is provisional but is currently estimated to be in the region of 703,183 GBP. The works will be split across 2 phases summarised below: Pre-construction phase (PCSA). — Conduct surveys of the bridge, develop method statements and detailed design in collaboration with the Authority. Works Implementation phase (NEC3 ECC). — Construct access or provide safe working methodology for waterborne access (if necessary) without significantly inhibiting transport infrastructure on the carriageway; — Safely remove current paint system in accordance with any requirements imposed by third party bodies (e.g. Marine Maritime Organisation) due to the ecological sensitivity of the site; — Apply new paint system to DMRB standards (or provide acceptable departure) and provide satisfactory application testing reports; — Provide other minor structural repairs minor as agreed during the detailed design process.
