Tender description

Portsmouth City Council (the Authority) has awarded a single supplier framework for the supply of a vehicle hire service for work related journeys. The framework commenced on 1.4.2016 and will run for a 4 year duration. Concurrently to establishing the Framework a contract with an estimated value of 100 000 GBP per annum has been awarded by the Authority for its own requirements. The contract commenced on 1.4.2016 and will be for an initial term of 3 years extendible up to 5 years subject to performance and agreement. The framework is accessible to the University of Portsmouth, the Portsmouth Regional Procurement Partnership (PRPP) and East Hampshire District Council (EHDC) for the duration of the framework. (The PRPP includes: Havant, Fareham, and Gosport Borough Councils, and NHS South of England Procurement Services (and its successors in title). The estimated total value of the Framework ranges from 300 000 to 900 000 GBP dependent upon contracting authority take up. 4-year single supplier framework for the supply of a vehicle hire service for work related journeys and is accessible to the University of Portsmouth, the Portsmouth Regional Procurement Partnership (PRPP) and East Hampshire District Council (EHDC) for the duration of the framework in addition to Portsmouth City Council. Based on the Authority's requirement, the key deliverables of the supplier are to provide: — A fully hosted, web-based system enabling online booking and remote access to management information; — A named account manager for daily management of the service; — Free delivery and collection to all PO1 to PO17 postcodes; — Guaranteed vehicle delivery when any booking made; — Fast response times; maximum 4 hours for delivered vehicles and 30 minutes for pool car hires during normal working hours; — Access to a number of pool cars kept at Authority premises which are only paid for when used; — The use of safe and efficient vehicles.
