Summary of the work This role is a combination of business process analysts, systems analyst and proxy product owner, as necessary. The Agile Business Analyst must have a combination of strong business understanding and a creative yet analytical mindset to solve problems. They must be skilled at interviewing techniques and effective workshop facilitation. Specialist role Business analyst Latest start date Mid October + 2 weeks Who Speclialist Work With • Work with Product Owners • Work with the Design Authority function to continuously improve our business solution design capability and assisting in ensuring we are adhering to best practice • Engender trust and authority through recurring engagement with the business and IT What Specialists Work On Propose and seek consensus on innovative business solutions Work with Product Owners (PO) to understand and model the capabilities of the business Work with PO to elicit and prioritize requirements, define product roadmap, develop our minimum viable product with corresponding storyboarding and the building/refining of product backlog Act as PO ambassador through being a proxy, ensuring business value is being delivered Work with the Design Authority to continuously improve business solution design capability ensuring best practice is adhered to Engender trust and authority through recurring engagement with the business and IT Support the identification, evaluation and tracking of project benefits Skills & Experience • Elicit requirements to assist in developing product roadmap • Create effective user stories that follow the INVEST principles • Create and refine product backlogs and assist Product Owner (PO) to determine priorities • Have ability to agree effective acceptance criteria in collaboration with PO • Have ability to create lo-fi conceptual wireframes • Support the PO to generate the Product Roadmap/Horizon and keep updated • Have ability to develop excellent working relationships with stakeholders, subject matter experts and the wider team • Effective workshop set up, facilitation and execution • Have ability to think creatively and be able to articulate innovative ideas to solving complex business problems • Strong interview techniques and document analysis • Proven oral and written communication skills, with an ability to communicate to and inform stakeholders • Have excellent interpersonal and influencing skills and a positive approach to problem solving • Have ability to evaluate information and present it in such a way that it is easily understood by the target audience • Actively contribute to Product Management community of practice • Be able to develop domain expertise quickly • Have clear understanding of not only how to manage requirements but be able to articulate horizon and intermediary goals • Can provide direction to inform sound business decisions based on the business priority and technical feasibility • Have know-how of how to identify and raise project dependencies • Have ability to own issues and drive them to resolutions Nice to Haves • Have experience of LEAN UX design principles • Have an understanding of the implications of system architectures in transition • Have experience of Domain driven design and leading edge techniques such as Behaviour Driven Development • Have experience of working in agile teams using KANBAN and SCRUM delivery process frameworks • Feel comfortable in facilitating Product Backlog Refinement sessions • Work in a collaborative manner with the team to deliver value early and often • Understand the importance of feedback and how to utilise the feedback to improve product quality • Offer peer-peer support Work Location Meadowbank House, 153 London Road Edinburgh EH8 7AU Working Arrangments on site 5 days per week Security Clearance Baseline Personnel Security Standard No. of Specialists to Evaluate 9 Cultural Fit Criteria • Work as a team with our organisation and other suppliers • Have a no-blame culture and encourage people to learn from their mistakes Evaluation Weighting Technical competence 75% Cultural fit 5% Price 20% Questions from Suppliers 1. What is the maximum day rate? Registers of Scotland do not provide a maximum rate and expect suppliers to submit according to market rate. 6. What is the estimated length of the work engagement? This contract is required until 31st March 2017 7. Does the indicated budget include or exclude personal expenses? This contract will exclude personal expenses 8. Please advise the approximate date for selecting/informing successful supplier for this opportunity? The approximate date for selection for this opportunity is week commencing 24th October 2016 9. What challenges exist in your current set-up that you expect to overcome via this procurement? This procurement is being undertaken to aid in Business Growth within Registers of Scotland 10. What kind of assessment will you require in the next stage - CV, work history or skills template? We would request a CV for the next stage of the process 11. As regards to the next stage, are CVs going to be used instead of the skills and experience evidence spreadsheet to create a shortlist of 9 suppliers for interview? If so, what is the expected date when CVs will be required to be submitted? A skills and experience evidence spreadsheet will still be used as the next stage, with CV's following after the 9 suppliers have been shortlisted. Apologies as I believe a previous question answered may have caused confusion. 12. Given the approximate date for selection for this opportunity is week commencing 24th October 2016, what flexibility is there on the stated start date of "Mid Oct + 2 weeks"? Would a start date of Mon 14th Nov or Mon 21st Nov exclude a specialist from being shortlisted? A later start date would still be considered however cannot be guaranteed shortlisting.
