Tender description

Herefordshire Council ('the Council') is considering the commencement of a land disposal programme which may involve the appointment of a Partner / Provider to work with the Council to develop some sites for the purposes of residential and non-residential development (‘the Development and Regeneration Partnership / the Programme'). Should the decision be taken to develop land and seek a Partner / Provider, it is anticipated that procurement would commence during spring 2016. The Council would be working towards a Contract award date during early 2017, aiming towards a start date on site during autumn 2017. The Council is issuing this PIN to invite organisations to contribute (be ‘Contributors’) to a market consultation (‘Consultation’) prior to commencement of the procurement(s). The Consultation will take place during February to March 2016. Documents can be accessed (no earlier than 12:00 noon on the 2.2.2016 or 12:00 noon on the day of the publication of the PIN on TED (whichever is the later), via the following link: https://www.supplyingthesouthwest.org.uk The market consultation survey can be accessed via the following link: https://www.surveymonkey.co.uk/r/Q99KRLD The background to the procurement is that the Council is currently seeking to provide regeneration and land development in Herefordshire across a range of initiatives, including the construction of the Hereford inner-city link road. The development of the Old Cattle Market retail site in Hereford; the recent commitment of government funding to the creation of a university in Hereford and the recently adopted Local Development Framework Core Strategy (which proposes housing growth amounting to 16 500 new homes to 2031) form part of a wider regeneration plan for Herefordshire. The emerging Herefordshire Economic Master-Plan sets out a bold and ambitious framework for economic growth and the transformation of the physical environment and image within the County, Any partner appointed to support the Development and Regeneration Programme may be expected to design and construct residential; non-residential; commercial and community facilities, (including the management of some facilities as appropriate), working with the Council to identify and progress opportunities as these are confirmed across the county (there may also be a requirement for a district heating network(s), dependent upon the result of a current feasibility study, which is due to be considered by the Council during early spring). Further details of the Council’s Commissioning Objectives can be found within the Consultation documents. Therefore the scope of the Programme is potentially very wide and as a result, the extent of works that may be required cross cut different developmental specialists and are the remits of different public sector organisations. To this end, the works which may be the subject of any prospective procurement(s) are very broadly described by this PIN. Needless to say, the profile of works that will be procured by the Council is not fixed; the works listed are not exhaustive and their extent indicative only. Accordingly the Council may add or withdraw works from the profile described. Indeed, it is the scoping of the works and the tailoring of the procurement that are some of the primary objectives of the Consultation. The Council will be seeking to commission works described as ‘Core Works’ within this PIN but also may decide to include works which may not be commissioned on commencement of the Contract, but which may be commissioned during the lifetime of the Contract (in other words ‘Non-Core Works’). The Contract may also be open for the usage of other public sector organisations (‘Partner Authorities’), although such usage may not occur. The Council also wishes to explore options for financing the Development(s) within the Consultation. The Council may wish to appoint a Funder(s) for the Development(s) however funding may not be commissioned. The appointment of a Funder(s) is therefore currently described as Non-Core.
