Who Speclialist Work With This role will work closely with the Product Owners for the various digital products. They will liaise actively with the Head of Digital, with programme assurance, with a range of business representatives, user researchers / UX designers, delivery managers, Front End and Back End developers and the WebOps team. What Specialists Work On Architecting existing and new browser-based products to serve a variety of user needs with a broad knowledge of the core technologies involved in building web applications and strong experience of assessing and selecting tools and approaches. Identifying the main issues in complex technical problems, to seek best option. Act as a design authority on all APIs. Responsibility for data governance with oversight of data modelling work. Producing high & low level design specifications and documentation. Quality assessing robust automated test suites to support a Continuous Integration/Deployment environment. Where the Work Takes Place This role can be based primarily in Birmingham or Nottingham, but will involve some travel to the alternate office and to London. Some office colocation is required but flexible/home working options are available. Early Market Engagement Working Arrangements 2-3 days per week for 6 months with possibility of extension. Security Clearance BPSS or Disclosure Scotland Additional T&Cs Skills & Experience Have 3+ years experience operating in a technical leadership role Show proven capability for setting the overall technical direction for a product as well as the integration and coordination of multiple products Be able to weigh up the priority, benefits and risks of different options to consider how to achieve value for money, ensuring all submissions contain appropriate financial information Show an ability to communicate technical concepts to a non-technical audience at all levels Be able to assess current capacity needs and plan for future capacity Demonstrate good knowledge of common open source frameworks and technologies Have practical experience of working in an Agile software delivery environment Have a working knowledge of government technology and digital strategy including cloud based technologies eg AWS Have knowledge of Verify and other cross government platforms Be able to architect robust systems and knowledgeable about system security risks and how to pragmatically mitigate them Experience of the analysis and architecture of BI, Data Analytics, data visualization and complex Data Migration solutions Be able to direct and quality check the work of WebOps and application development staff Nice to Haves Creativity and ability to marry strategic objectives, product roadmaps, and technical architecture to direct the design of technical solutions No. of Specialists to Evaluate 8 Cultural Fit Criteria Be transparent and collaborative when making decisions Share knowledge and experience with other team members Take responsibility for their own work Provide constructive challenge to suggested initiatives and the status quo Can translate technical concepts to business users and business concepts to technical staff Be an evangelist for the benefits of Agile Familiar and comfortable with public sector ways of working Assessment Method Evaluation Weighting Technical competence 65% Cultural fit 15% Price 20% Questions from Suppliers Budget range up to £900 per day
