Tender description

The purpose of this Notice is to gain an understanding of initial thoughts, appetite and information in relation to the delivery of the New Headquarters (HQ) for the Council in a Durham city centric location. The project will be instrumental in meeting key strategic objectives and in helping to deliver the Council's Regeneration Statement 2012-2022. At this soft market testing stage the brief for a new HQ is still in development. Much work has been completed to date and is summarised in an Outline Employer's Requirement document, contained within the Soft Market Testing documentation, which provides high level guidance on the Council's requirements for the new HQ building. A number of working principles have been established as a baseline to inform the brief. These assumptions have driven an indicative gross internal area of circa 11 000 m2 and an indicative cost of up to 50 000 000 GBP. The Council's Cabinet agreed the preferred option of a new City Centre Core HQ (held freehold by DCC) on developer/privately owned land. If the preferred option was to prove undeliverable for any reason, a new building Core HQ (freehold) being delivered for the Council on Council land in the City Centre was to be retained as a viable option. Taking account of the preferred option, the Council considered key strategic objectives to inform the boundary of the site selection criteria for the new HQ. Meeting these key strategic objectives will be instrumental in delivering the Regeneration Statement 2012-22.
