Tender description

Background Hertfordshire County Council (the Council) is commissioning Housing Related Support services for people experiencing domestic violence. We anticipate that the new service will be in place for the 1.10.2017. The service is currently provided at various sites across Hertfordshire with a range of accommodation based and floating support provision for victims with their accompanying children. As part of the Council's ongoing pre-procurement market engagement we would like to invite interested providers to attend an event to discuss the impact and nature of the Council's intended model. Process The pre-procurement market engagement will comprise: An event that will be held at Hertfordshire Fire and Rescue Service Training and Development Centre — Longfield, Hitchin Road, Stevenage, Herts, SG1 4AE on Thursday 20th October at 10:00. Interested organisations should contact Projects.BST@hertfordshire.gov.uk to book a place, where they will then receive further information about the agenda for the day. There will be a limit of 2 attendees from each organisation. This could be subject to change dependent on interest received. Purpose The purpose of the Council's pre-procurement market engagement process is to allow and enable potentially interested organisations with appropriate expertise and relevant experience to: – Outline and generate initial views/ideas around the outcomes, scope and the potential procurement strategy (i.e. with no commitment to themselves or the Council). – Engage with the Council to understand its challenges, intentions and desired Outcomes. – Provide informal input to help shape or refine the Council's technical requirements. – Inform the Council of current market developments. – For the Industry Open Day to enable the formation of potential consortia and/or supply chains. This stage of the project allows the Council to understand the strengths and weaknesses of the options available to deliver its outcomes. Furthermore, this process enables organisations to effectively plan for any potential forthcoming procurement. The Council will consider the input received as part of this pre-procurement market engagement to help inform the Council's options and further decision making. The Council may decide to carry out further pre-procurement market engagement with interested organisations before entering in to a formal procurement process. Disclaimer For the avoidance of doubt, this stage of the project is not part of a formal procurement process and the Council is not committing, at this stage to carrying out such a process. Participation or non-participation in this pre-procurement market engagement shall not prevent any provider participating in a potential procurement process nor is it intended that any information supplied shall place any provider at an advantage in any forthcoming procurement process. The Council reserves the right, at its discretion to proceed, or not, with a subsequent procurement.
