Tender description

The Houses of Parliament Security Department wish to give notice of a potential contract opportunity for an Integrated Command and Control System. (ICCS) The delivery of an encrypted personal radio system is the minimum requirement, but the system will also be able to manage the Parliamentary telephony solutions into and out of the Security Operations Centre, be a fixed radio solution which is scalable, using 4G LTE technology, Emergency Services Network ready/compatible. Currently the Security Operations Centre has use of a Metropolitan Police Service ICCS which is ground based using Tetra CCI ports. This manages radio transmissions only. The telephony is delivered utilising both Police and Parliamentary systems. We are seeking to replace the MPS ICCS with a system that will manage all aspects of communications with the Security Operations Centre, including the control and dispatch of over 300 staff using Airwave and an ability to manage 3 000 phone calls on average per month. Immediate recording playback will be essential and the ability to record and store data for a period of 12 months Depending on the final scope of the contract, the value is likely to exceed 100 000 GBP (exclusive of VAT). This is likely to be a long-term contract, for an initial 3 years with extension options available.
