NHS Digital is required to provide regular detailed data to The Department of Health with regard to a number of areas of estates and facilities management and performance. Data is gathered and collated through an online Estates Facilities Management (EFM) tool accessed via an online portal. The data is then available for publication through a separate website, currently the Hospitals Estates and Facilities Statistics (HEFS). www.hefs.hscic.gov.uk The EFM tool is accessed by both mobile and non-mobile application. NHS Trusts and other healthcare providers are the primary inputters of data and the HEFS website is available to the public. A new EFM tool, portal service and HEFS website is to be procured to replace the existing facility which has been in operation for a number of years. The outline of the services to be procured consist — a) Supply of an EFM data collection and reporting tool, b) Construction and technical support of a data publication website (currently HEFS, www.hefs.hscic.gov.uk) c) Hosting service for the EFM tool and HEFS through an on line portal, d) Technical support of the tool, e) Full maintenance and development services for all of the requirement. The EFM tool must be constructed to enable online input of data with inbuilt validation process to be collated by the system into data warehouse and the data will be available for publication in the time and format detailed in the final specification. Data will be input by NHS Trusts and other healthcare providers and will consist of information relating to the physical estate and support locations from where NHS services are provided. It is a requirement that data can be input by mobile and non-mobile application. The service will have flexibility to be developed during the duration of the contract.
