Network Rail is seeking new solutions to improve the methodology of survey data collection; ensuring utilisation in the corporate asset information systems, in addition to its initial use in projects. This gives the company better value from the investment in good survey information. Data is fundamental to the safety and asset management of the railway. It is an aspiration for Network Rail to gather data in a safe manner. The preferential method for data capture should minimise the requirement for personnel to go track-side. Network Rail are seeking to provide an infrastructure survey service which is safe, consistently accurate and efficient; ‘Survey once and use many times’ thus providing better value for the money spent. The essential requirements are as follows: — The survey data required to be collected should seek to provide a Band 1A accuracy +/- 8mm horizontal and +/- 12mm on the vertical as specified in the company standard NR/L3/TRK/3101 and NR/BS/LI/354. — The survey will require access planning, plus any supporting staff for laser equipment installation, placement and manning of fixed base stations at the locations along the assigned route. — The output is required to capture the 360 degree area using a 3D laser scanner and High Resolution video recording equipment that is able to capture a view of the track and areas under the station canopies, vegetation and through tunnels. — The data collected during the survey will be post processed to produce the required output. The post processing will also include data assurance. — The data is to be processed to create a series of 3 dimensional point cloud models in accordance with the Computer Aided Design (CAD) standard NR/L2/INI/EDT/CP0091. Any video data will need to be downloaded and video frames extracted and converted for synchronisation to the model. — The model required needs to be supported by the Bentley Railtrack environment. The following activities are to be included in the post-processing: Data download; Survey Control point adjustment; Point cloud alignment; Video calibration. — The survey methodology should have the option to extract features in a 3D model which enables synchronisation of the positional video to the 3D CAD model. — Asset features to be extracted may include but is not limited to Rails, Third Rail, Platform Edges, Automatic Warning Systems Ramps, signals and structures, lineside cabinets, Global System Mobile-Railway, Point machines, Train Protection Warning System, Selective Door Opening, Automatic Train Protection, Access points, Cables, OLE contact wire. — It is a requirement that the data is provided in a manner that can tie into the specified grid or Ordnance Survey grid co-ordinates (OSGB36).
