Tender description

Crown Commercial Service (CCS) wishes to establish a single supplier Framework Agreement for the benefit of UK public sector bodies, which include Central Government Departments and their Arm's Length Bodies and Agencies, Non Departmental Public Bodies, NHS bodies, Local Authorities, Health, Police, Fire and Rescue, Education and Devolved Administrations. CCS as the Contracting Authority has a need for a Technology Expense Management (TEM) solution. Crown Commercial Service is planning to hold a Supplier Information Day on Monday 19.9.2016 by webinar (details will be provided to registered parties). The purpose of this event is to describe our needs and seek market engagement and feedback to further develop our requirement. A variety of TEM functions may be required: — a single, consistent and accurate inventory view of the public sector telecoms estate from customer billing and organisational data, from telecoms supplier detailed service records and systems accessible via a single portal, organised and accessible in a hierarchical view. — Detailed and flexible reporting. — User-access management. — In-contract tariff optimisation. — Calling bureau services for the purpose of validating billing records — Benchmarking of customers' bills and contracts against available tariffs. — Ordering module. — Personal call management module. — Physical audit. — Historical billing audit service. — Service and project management to facilitate on-boarding customers and manage delivery of TEM service The agreement duration under consideration is two years with flexible extension of up to a further 24 months. This is subject to change following further market engagement. Although the potential TEM function descriptions have been included in this document, Suppliers should be aware that Crown Commercial Service may change both the scope and the structure of the contract as a result of market and customer engagement. Crown Commercial Service cannot guarantee that a call for competition will definitely take place. All potential value figures stated in this document are estimates.
