Tender description

This notice gives prior information of a forthcoming procurement which will establish a Framework of suppliers to deliver a number of estates and facilities projects over the life of the Framework. The values under each contract will vary from project to project. The Authority is seeking to engage with multiple suppliers to deliver a range of services, namely minor works up to 30 000 GBP, repairs and planned maintenance; deliver projects of major capital works greater than 30 000 GBP but less than 10 000 000 GBP; and professional advisors for the development, design and delivery of projects for faults, repairs, major and small works, all of which will be delivered across all locations in which the Authority operates. The objective is to ensure value for money, service satisfaction and contractual performance for the Authority. Each Supplier appointed to the Framework may be required to enter into a contract directly with the Authority for up to 4 years with option of 12 months extension. This will include major capital works greater than 30 000 GBP but less than 10 000 000 GBP. The Authority is seeking to procure new contract framework arrangements to optimise its supply chain relationship. The following 3 works packages are planned to be procured as 2 separate OJEUs; firstly works package 2 and 3 followed by works package 1 later in the year. Main site or location of works: The Authority's estate serves a wide geographical area and has core assets in locations covering: — Brighton and Hove; — Eastbourne, Lewes and Wealden; — Hastings and Rother; — Crawley, Horsham and Mid Sussex; — Worthing and Adur; — Chichester, Bognor and Littlehampton; — Hampshire; — Kent. The core assets are located in towns such as Worthing, Eastbourne, Hailsham, Crawley and Chichester. Participating organisations have an estate which covers towns across Surrey and Sussex. Sub-Lot — Project manager. Sub-Lot — Cost consultancy. Sub-Lot — Design services. Sub-Lot — Engineering services. Sub-Sub-Lot a — Mechanical Engineering Services. Sub-Sub-Lot b — Electrical Engineering Services. Sub-Sub-Lot c — Civil Engineering Services. Sub-Lot 4(d) Structural Engineering Services. Will comprise of 2 components, which will then have sub-lots: i) Minor works, routine repair and maintenance less than or equal to 30 000 GBP (including emergency call out, out of office hours and snagging).; and ii) Statutory compliance/testing preventative and planned maintenance works. There will be no value limit because it will be for a fixed term of the Framework Agreement. Items could include PAT testing, gas annual inspections etc. This Works Package will be advertised separately to the other 2 packages.
