Tender description

This document is a request for proposals from skilled and experienced suppliers to provide the names, address and contact details of 99 members of the public plus 99 substitutes who are willing to act as members of the recently-announced Citizens’ Assembly. The Houses of the Oireachtas approved establishment of the Citizens’ Assembly with a mandate to look at the following issues: (i) the Eighth Amendment of the Constitution (ii) how we best respond to the challenges and opportunities of an ageing population; (iii) fixed term parliaments; (iv) the manner in which referenda are held; and (v) how the State can make Ireland a leader in tackling climate change. The Assembly will also be asked to consider such other matters as may be referred to it. The Assembly will first make a report and recommendation on the matter set out at (i) above and will complete consideration of the remaining items (ii) to (v) within one year from the date of the first Assembly meeting. The members of the Assembly should be chosen at random and representative of society as regards age, gender, social class, regional spread etc and should also be on the electoral register to vote in a referendum. The services under this contract will include: • Identification of 99 members of the public who fit the criteria above and who are willing to become members of the Citizens’ Assembly to participate in up to 10 weekend events during the course of the year; • Identification of 99 “shadow” members who will be available to substitute for members who are unable to participate in up to 10 weekend events during the course of the year; • During the course of the expected duration of the Assembly identification of further specific substitute members if the previous 2 categories are unavailable. The Assembly is expected to hold its first meeting in October.
