Summary of the work NHSI is looking for a supplier to provide the following team: (1)Scrummaster, (8)BI Developers, (1)Analyst, (1)Architect and (3)QA professionals to provide support and enhancements to our APS/Data Vault based datawarehouse enabling NHSI to comply its regulatory functions and internal projects from the 1st Oct 2016 until 30 June 2017 (188days) Expected Contract Length 2 Years Latest start date 01/10/2016 (+- 4 weeks Subjected to BC Approval) Why the Work is Being Done The Data Analytics Hub has been built to provide a single source of truth (sourced from internally and externally sourced datasets) which has been quality assured for all organisational and system wide reporting. The current support provided by a development partner will end the 31st Oct 2016. This procurement will select the next development partner to provide support and enhancements to The Data Analytics Hub from 1st Oct 2016 to 30 June 2017 (with a month of overlap for KT and Handover taken into account). Problem to Be Solved BAU Support Support the shared platform in order to ensure a responsive service to critical programmes (including but not limited to): Carter Program, Cost Transformation Program (PLICS), Benchmarking Tools, Single Oversight Framework Support the analytical products developed (including but not limited to): Hes Browser, reference cost browser, patient experience, ECIP. Enhancements Data platform to cater for near real time data feeds Automation framework to improve responsiveness of support Improve load performance for large datasets in order to support patient level costing collections New developments Integrate on-line form data collections to support emergency care reporting Data Mart creation for new projects Who Are the Users As Director of Data Warehousing and Development I need a flexible team to provide technical support to enhance and maintain the Data Analytics Hub from the 1st Oct. 2016 until 30 June 2017 so NHSI can comply its regulatory obligations and Internal projects. Existing Team The supplier will be working closely with two product owners, one analyst, data architect and the enterprise architect. Current Phase Live Skills & Experience • At least one year of experience of Microsoft SQL Server development on APS platform (20 Points) • At least two years in software development with NHS datasets (10 Points) • At least one year Development, performance management and troubleshooting experience on Microsoft APS platform (10 Points) • At least one live project using Data Vault as data model running on Microsoft APS technology (15 points) • At least one year experience in Data Load Optimization using Data Vault and Microsoft APS (5 points) • At least one live project implementing Master Data Management Solutions using Microsoft MDS (5 points) • At least two years of solid experience in BIML framework (25 points) • Use of source control and PBI planning using TFS (10 points) Nice to Haves • Experience with BI visualization tools (Tableau, qlik) (10 points) • Experience using Alteryx or similar tools for data blending (10 points) Work Location Wellington House 133-155 Waterloo Road London SE18UG Working Arrangments The current team supporting the platform for the last year includes: 1 Senior Scrum Master (onsite) 1 Senior Analyst (onsite) 1 Solutions Architect (onsite ) 8 Senior BI Developers (offshore) 3 Senior QA (Offshore) This team had proven to be sufficient for the regular workload, although we have scaled it up or down depending of NHSI internal demand. We would like to maintain the same team structure but we will evaluate any alternative arrangements proposed by the suppliers. Additional T&Cs Please include in the written proposal a total price with a breakdown (day-rate / role type ) based on the team described under the summary section for the period 1st Oct. 2016 until 30 June 2017 (approx. 188 days). Is your current development partner bidding to continue this contract? This contract is open to any supplier that fulfil the requirements and is in the DOS framework. 2. You have stated that the requirement is from the 1st Oct 2016 until 30 June 2017 (188days) and separately that the expected contract length is 2 Years. Please can you clarify? The current budget allocation is until June 2017, but in terms of time we want the flexibility to scale up / down the team therefore the actual contract end date could be before, on or after this date. 3. Will the current supplier be part of the bidding process? Please clarify This contract is open to any supplier that fulfil the requirements and is in the DOS framework. 4. when u state a month of overlap in KT and overlap. could you please let us know who the current supplier is from whom the KT and handover is addressed. The handover and KT will be between Indigo Blue (the current supplier) and the winning supplier from this procurement. 5. Do you have a budget range for this - either in terms of the project, or broken down as the individuals required? We deemed our budget as commercial sensitive information and will not be disclose.For the price please breakdown (day-rate / role type ) and total final price based on the team described under the summary section for the period 1st Oct. 2016 until 30 June 2017 (approx. 188 days). RE 2 year NHS Dataset must have requirement: We have all the relevant criteria and depth of capability and experience for this important programme, but do not have the 2 year NHS dataset experience. We do have bring in depth experience from the Pharma sector and private healthcare in the UK and work with hospital data around the world. This specific requirement seems restrictive and may mean NHS does not get the best choice of skills from the market. Can this restrictive requirement be removed to make it an open procurement NHS datasets knowledge and experience is essential for the nature of the ongoing/planned projects in the NHSI. 8. On what basis have the specified roles been decided? Is the requirement to replace an existing team like-for-like, or will NHSI accept bids that propose and justify a different team size or shape? The team proposed is a like-for-like based on historically current support, BUT JUST WITH THE PURPOSE of having a comparative daily rates and to size the total maximum cost of the contract. The actual team size will be formed based of the SoW and work-packages according to our internal demand. 9. Is the contract awarded due to the current incumbent unable/unwilling to complete the contract? No, the current contract with the supplier finishes on the 31st Oct. 2016 and the new contract will be open to any supplier with the skills and experience requested. 10. NHS datasets knowledge and experience is essential". I attended the NHS procurement event (P4H) and I was told that a supplier CANNOT be rejected if they do not have NHS experience. We don't have NHS experience and how a supplier would get any NHS experience, unless given a chance. Please clarify. As I mentioned in the Q&A session, for the nature of this project NHS datasets is essential.
