Tender description

The Council is conducting a tender exercise to award a contract for the development of an Adventure Zone in Mote Park. For the purposes of evaluation and final award decision making, this contract opportunity is split into two lots. Information About Lots Lot 1 Design, Supply, Installation and Commissioning with Separate Option for Maintenance of the Equipment. For the design, supply, installation and commissioning of the adventure zone equipment plus repairs under warranty for the first year. The equipment will become the property of the Council on the certified completion. Bidders for Lot 1 are requested to provide a price for maintenance of the installed equipment for a period of ten years as a separate line item in their bid so that the Council should it decide to make an award for lot 1, can determine the anticipated whole fife costs (10 years) and whether to include the maintenance in the contract for Lot 1 or if it would prefer to make alternative maintenance arrangements. Lot 2 Design, Supply, Installation and Commissioning of Equipment, Operation and Maintenance of the Site. To design, supply, install, commission and operate the Adventure Zone, including providing necessary staff for managing the operation of the site and maintaining all equipment for the period of ten years. Bidders may submit a bid as an individual company or in partnership with another company, however one company would need to be specified as the main contractor for payments and contract management. Bidders should also set out precisely which entity they propose to provide particular elements of the Bid. Bids can be submitted for Lot 1 or Lot 2 or both lots according to relevant expertise. Bidders should note that the Council will only accept one tender submission from any company for each lot, variant bids for a single lot will not be accepted. Bidders are asked to specify any financial benefit accruing to the Council if the Bidder bids for Lot 2. The form of contract will depend on the final arrangements, although it is likely that the design, build, installation and commissioning of equipment will be a JCT Design and Build Contract 2011 (as amended), while the operation and maintenance aspect will be based on the Mid Kent Improvement Partnership (MKIP) Management Agreement and Lease. The Council reserves the right to award a contract for Lot 1 or Lot 2. The decision on whether to award a contract under Lot 1 or Lot 2 will be taken after all bids for each lot have been evaluated.
