Tender description

Our Collaborative Delivery Framework has been successful in allowing us and our local authority partners to procure a broad range of projects. It has provided significant learning from both the letting and operating of the framework. We want to use that learning to inform our approach to routes to market going forward. We want to engage with the supply chain and our partners in local authorities to provide them with opportunity to give feedback and influence the identification and development of future routes to market to support the continued investment in roads. The Collaborative Delivery Framework (CDF) was awarded in November 2014 and is a multi-contract framework valued at 5 000 000 000 GBP. Since its award 3 500 000 000 GBP of work has been committed through the framework. We now need to procure appropriate delivery mechanisms to deliver the Roads Investment Strategy. These will have to meet the needs of our newly formed Government Company as it delivers the ambitious programme outlined in the first 5 year plan. Collaboration is at the heart of the relationships necessary to deliver at the scale and pace that is required to achieve the efficiency savings whilst delivering the RIS. It is therefore important that the routes to market provide a strong foundation for more collaboration supported by appropriate contractual mechanisms to deliver projects and programmes with appropriate incentivisation. It is envisaged that the ‘Routes to Market’ model will deliver the requirements of RIS1 and RIS2. There are core principles and objectives to be built into any future model covering a focus on health and safety improvement, increased innovation, our supply chain strategy, value chain plans, a focus on customer service, efficiency in delivery and in processes, sustainability and growth of the supply chain and efficient and maximum use of the skills and resources in the industry. Improvement programmes will cover Regional Investment Programme (RIP), Complex Infrastructure Programme (CIP), Smart Motorways Programme (SMP) and Operations Delivery work. We will be issuing a briefing and a questionnaire on 19.8.2016 to obtain supplier's views and insight to inform the Routes to Market development of options and recommendations. This event will include a progress update and details on the emerging Routes to Market commercial and procurement strategy. It is intended that the engagement day will address both construction and design aspects.
