Tender description
The Catapult requires service provider to draw upon specialist knowledge in the fields of engineering and advanced maths to devise a replicable and dynamic city optimisation solution. The services will comprise of two phases: Phase 1: A generic city model will be developed which maps data and general characteristics into agreed financial, social and environmental KPIs. High in dimensionality, heavily constrained in side conditions and convex across data sets, modern optimisation approaches will need to be invoked for finding operational optima in terms deployment characteristics, financial policies, among others. Phase 2: The static framework developed in the first phase will be real-time calibrated for each city by using massive sets of structured and unstructured data gathered over different time horizons from different sources across the city which differ in terms of reliability, precision, underlying models, etc. Optimisation here requires the cleaning/conditioning of data, and then applying dynamic convex optimisation approaches, Markov chain formulations, Dynamic Planning. The outcome here are operational recommendations for the city (and her operating centre(s)) which are optimum by providing maximum utility along the prior-defined KPIs (such as financial and/or social returns, environmental exposure, resilience, etc). The selected supplier will deliver the following: - Produce 2 comprehensive and practical case study/guidebook(s) on optimisation of solutions that will be an outward facing report geared to help cities and project sponsors contextualize optimization techniques and their role in developing, delivering and managing projects for greater impacts in cities. (January, 2017) - Produce static city optimisation framework. (January, 2017) - Produce optimisation recommendation report for a city to consult on. Consultation will be as part of a case study within the wider report, the purpose of which is to draw real-world relevance to specific IOT deployments, liaise with city stakeholders and acquire relevant data. (March, 2017) - Produce dynamic real-time optimisation tool (model) that is replicable across various city sizes and density dynamics (small, mid-sized and large). (June, 2017) - Provision of Environmental & Social Specialist Support during the contract period.
