Tender description
The Commission for Energy Regulation (CER) is Ireland’s independent energy and water regulator. The CER was established in 1999 and now has a wide range of economic, customer protection and safety responsibilities in energy. The CER is also the regulator of Ireland’s public water and wastewater system. Under Section 14 of the Gas (Interim) Regulation, Act 2002 (as amended) the CER approves charges for use of the gas systems; both transmission and distribution. CER is also required to set the revenues that Gas Networks Ireland (GNI) as Transmission System Operator (TSO) and Distribution System Operator (DSO) is allowed to recover over the revenue control periods. Tenderers should note that since August 2014, Gas Networks Ireland (GNI) is the new name for what was formerly known as Bord Gáis Networks (BGN). In addition, with the sale of the supply arm (Bord Gáis Energy) Gaslink has now been integrated back into the Gas Networks Ireland business. Therefore, for clarity CER is now procuring consultancy support for the GNI Transmission and Distribution revenue controls to run from October 2017 to September 2022. At present these revenues are determined every five years for the following five year period. This Price Control will be the fourth such regulatory allowance period. CER now wishes to engage consultants to provide both technical & economic consultancy support and advice and financial consultancy support and advice for this Price Control. The consultancy support required for this project has been divided into two separate elements. Specifically, parties are invited to tender separately for: Lot 1 - the provision of technical and economic advice; and, Lot 2 - the provision of financial advice. A detailed specification of requirements is set out in Section of the Invitation to Tender (ITT) available to download from www.etenders.gov.ie
