Tender description

The project is concerned with the construction of a new 60 unit two storey Extra Care Home on a greenfield site in Amesbury within the Bloor Homes Kingsgate Housing development site. The parcel of land on which the extra care housing facility is to be built is the subject of a S.106 Agreement between Wiltshire Council and Bloor Homes under which the site will be transferred from Bloor Homes to Wiltshire Council on receipt of planning permission for the extra care facility. The proposed extra care home is to comprise of 40 2-bed and 20 1-bed apartments plus communal facilities including Activity Rooms, Café, Lounge and Dining Areas. The gross internal floor area of the new building is expected to be in the region of 6,285 m². The facility is to comply with Wiltshire Core Policy 41 (sustainable construction and low carbon energy), as well as Housing Quality Indicators, HAPPI principles and the Wiltshire Council Design Guide for Extra Care Housing. In addition, there is a requirement for the facility to obtain a BREEAM Very Good rating. The forecast construction value of the project is 9 000 000 GBP and the required construction completion date is March 18. A Design Team have been appointed who will take the design up to RIBA Stage 3 prior to formal tender. The envisaged procurement route will be Single Stage Design and Build utilising the latest JCT Design and Build form of Contract. This will be confirmed on publication of the contract notice. The requirement is for a Construction Company to be selected, appointed and to enter into contract with Wiltshire Council to work with the council's representatives and the current Design Team who will be novated across to the successful contractor to complete the Technical Design and to construct and handover the completed facility by the end of March 2018. This Prior Information Notice (PIN) is not a call for competition for the purposes of Regulation 26(9) of the Public Contracts regulation 2015 — a specific call for competition for this planned procurement is likely be published by means of a contract notice in or around March/April 2016. The purpose of this PIN is an early notification to the market of the Council's intention to publish a contract notice for these services in the next few months. It is anticipated that contract will be awarded to the successful construction contractor in summer 2016 with services to commence immediately after and completion by the end of March 2018. This PIN is also to advise the market of a potential market engagement event which will be confirmed on publication of the contract notice. Following this PIN and the receipt of Expressions of Interest, it is currently the intention of the Council to follow the Restricted Procedure route under the Public Contract Regulations (aka PCR) 2015 for the appointment of the Design and Build Contractor. There are no procurement documents to be completed at this time. Organisations that express interest in this PIN will be automatically contacted when the tender documents are released. Early Market Engagement. Wiltshire council may seek to engage with potential contractors in an early market engagement event. If this is to take place, details will be included in the contract notice.
