Tender description
This notice gives prior information of a forthcoming procurement project which will establish a new Orbis Construction Framework with multiple contractors. It is being procured and will function alongside a new Orbis Professional and Technical Services Framework with multiple providers, for which a separate Prior Information Notice is being issued concurrently. The Frameworks will be jointly procured by Surrey County Council and East Sussex County Council as part of the Orbis Partnership for its current and future Partners and Clients and other public sector organisations. Orbis is a partnership between Surrey and East Sussex County Councils that aims to provide seamless and resilient business services to the public sector, creating a compelling alternative to other providers. The Orbis Partnership incorporates the following services: Human Resources and Organisational Development, Property, IT, Procurement, Finance and Business Operations. We are responsible for: — Providing seamless resilient and flexible business services, whilst achieving savings for the partnered authorities, which will be used to sustain services for the residents within their respective areas. — Bringing together services to create economies of scale to drive shared efficiencies, enables us to share skills and knowledge, and invest in technology that could otherwise be prohibitively expensive for each organisation alone. — Delivering value to customers and residents through our expertise, innovation and passion. Orbis Property Services ensure good quality public services for the residents through providing the right asset(s), working environment and support to the community. Property Services are responsible for: — Providing and maintaining the estate including schools with a management and maintenance service ensuring fit-for-purpose assets; — Working with partners to meet the changing demands and strategy of the communities we serve whilst simultaneously looking at the opportunities and delivery of efficiency savings; — Delivery of the school basic need programme in primary, secondary, SEND and pre-school education sector to meet the growing demand for school places. The Orbis Capital Programme is anticipated to be in excess of 500 000 000 GBP over the next 4 years. In accordance with Orbis Partnership's priorities this Programme will be delivered by a range of contractors including SME's. It is expected that the new Construction Framework will supplement other procurement arrangements which are available to Orbis Partners and Clients. The Framework will be used as a vehicle to deliver diverse types of construction projects and programmes across the public sector. The Construction Framework is intended to be divided into value banded Lots. The Framework is intended to be in place for 3 years with an option to extend it to 4th year. A joint Market Briefing Event concerning both the Orbis Construction Framework and Orbis Professional and Technical Services Framework will be held on Friday 23.9.2016 for interested parties.
