Tender description

The London Borough of Barking and Dagenham manage and maintain a portfolio of high-quality Green Flag parks, including large ‘destination’ sites as well as smaller recreation grounds and green spaces. The Council considers that there is potential for experienced and dynamic leisure operator(s) to better utilise these valuable community assets, to stimulate additional usage and generate increased income. However, the Council also wishes to engage with new and innovative providers with proposals which are perhaps more creative, unique and locally based to help expand the range of activities and services on offer for the benefit of the public. The Council is therefore seeking expressions of interest from interested parties/partners to provide appropriate proposals for developing a range of high-quality concession contracts within the borough's parks, recreation grounds, and broader green space. Details of this are provided in the prospectus, with the opportunity to meet in person upon request if required. Many of the sites have their own unique character and appeal but they are all very much community based, details of which are included in the prospectus. Existing recreational facilities include sports pitches, equipped children's play grounds, tennis courts and multi use games areas, with some having car parks and other infrastructure including public toilet facilities. But the main focus is on the introduction of concessionary activities which compliment the individual park and location. Potential partners that are interested in early market engagement with London Borough Barking and Dagenham should register their interest by emailing lisa.stannard@lbbd.gov.uk no later than 17:00 5th August. The Early Market Engagement prospectus and questionnaire will be forwarded to all interested organisations. Completed questionnaires must be returned by 4:00 on 22nd August. LBBD are issuing this notice for the purpose of pre-procurement market engagement under Regulation 40 of the Public Contracts Regulations 2015. The notice is for information only and is not a call for competition under Regulations 26 (9) and 48 (5) - (7) of the Public Contracts Regulations 2015. LBBD will use the comments and feedback from the early market engagement exercise to inform the final decision as to whether to proceed with seeking tenders for Services concession activities in the Borough's parks and wider green spaces, and the detailed process for procuring any future external partner/provider. Should the Council decide to undertake any formal procurement process for a future Services concessionary contract, a separate Contract Notice will be issued in 2017. Participation in this market engagement process will be at each suppliers own cost. The Council will not reimburse suppliers for any costs incurred as a result of the market engagement.
