Estate Regeneration Programme - Strategic Commercial and Techinical Advisers

Tender description

Lambeth Council are seeking to procure Strategic Commercial and Technical services to supplement the in-house skills and expertise to deliver the planned complex development programme. The proposed services that are needed include:  enabling the internal client team to operate as an intelligent client to the other development management teams and consultants that have been engaged across the whole programme, in particular supplementing the existing in-house skills and expertise (primarily around consultation, engagement and general project management) with the various more technical skills that are required to properly manage very large complex, commercial development projects;  skillsets required of the strategic commercial and technical advisers include: o financial modelling; o cost consultancy and cost and value management; o technical programming; o project monitoring; o procurement strategy; o housing management strategy; and o information management.  developing the programme-wide systems and procedures to enable the internal client team to operate as an intelligent and professional client;  providing the technical skills to interrogate and audit proposals before final client sign off;  enabling the client team to take a programme-wide view of the projects under development;  assisting with day-to-day management of information;  helping the Council develop a construction procurement strategy and housing management strategy for the whole programme that will ensure delivery of high quality housing.
