Stavanger, Sandnes, Lund, Bjerkreim, Randaberg, Hjelmeland, Rennesøy, Strand, Kvitsøy, Gjesdal, Eigersund and Hå municipalities, hereafter called the contracting authority, invites tenderers to a competition for the procurement and hire of stationary digital safety alarms and a central collection point for them. The procurement intends to enable the participating municipalities to make the transition from analogue to digital safety alarms. The competition comprises 3 modules: A selection of senders (jewellery senders, watch senders, etc.) that the user carries on their person, and which he activates when assistance is required; A local collection point that is installed in the user's home and that ensures that the alarm is sent to a response centre system; A response centre system that receives the alarms and forwards them to the person who shall respond. The contracting authority would like to get tenders for the procurement and hire of local collection points and senders. Stavanger municipality would like to procure a response centre system. This shall be installed in Stavanger municipality's computer centre in Green Mountain and it shall be operated in cooperation with the participating municipalities in this procurement. Each municipality will decide, in consultation with the chosen tenderer, the date of the transition to the digital system. The tenderer and each municipality will also agree directly to what extent they would like to procure or hire the local collection points and senders. The different municipalities will also have varying needs for response and various organisation of the response. The central system must be able to handle this breadth. The contracting authority would also like that this architecture can be expanded to include a whole number of other welfare technological systems.
