Repair and maintenance services of central heating

Tender description

The Contracting Authority and its group operating subsidiaries own and manage general needs, sheltered and supported housing schemes in Northern Ireland. The Contracting Authority is seeking to appoint a Service Provider who can deliver the undertaking, on a 3-star basis, of periodic servicing, testing, inspection, certification, maintenance, renewal and repair to gas and other alternative heating appliances and installations, for which the Contracting Authority holds repairing responsibility. The Service Provider will required to demonstrate that they have a proven track record in the delivery of these services, and must be able to show a commitment to providing effective services that provide value for money to the Contracting Authority and its tenants and customers, together with a commitment to addressing welfare to work, focusing on the young and long term unemployed. The Contracting Authority requires the periodic servicing, testing, inspection, certification, responsive maintenance, renewals and upgrades, and repair to domestic and commercial/communal gas and other alternative heating appliances and installations including 24/7 emergency call-outs, and repairs to breakdowns during and outside normal working hours, the installations include 4 720 dwellings with domestic gas fired central heating, 1 599 dwellings with domestic oil fired central heating, 1 104 dwellings with E7 and other electric heating systems, 253 dwellings with micro-generating heating or water heating systems, 159 rainwater harvesting systems, 139 mechanical ventilation with heat recovery systems, 225 dwellings with Solar PV installations, 108 gas fired commercial/communal boiler installations, 28 oil fired commercial/communal boiler installations, it is anticipated that circa 300 boiler renewals and upgrades, and renewals of central heating will be undertaken each contract year. Economic Operators are advised that the terms of the Transfer of Undertakings (Protection of Employment) Regulations may apply to the existing workforce employed by the incumbent contractors in relation to the Works to be performed by the successful economic operator under the proposed new contract. The Contract will be based on the NHF Form of Contract 2011 (rev 4:2016) (Gas and Heating) incorporating aspects of the M3NHF Schedule of Rates: Gas Appliance Servicing and Maintenance.
