Tender description

Prior Information Notice of the Department's intention to procure a rich and highly detailed dataset of directly observed travel time and routing data for vehicles using the entire road network. We anticipate this will be for all roads in Great Britain, but this will be more precisely defined in the OJEU Contract Notice for this procurement. This data will be extremely valuable to DfT and across central and local government and will be used for a number of purposes. Under the initial contract term, travel time data will probably be provided for the period 1.9.2016 to 30.11.2018. However, the Department anticipates that it will possibly also have the option to extend the supply of this data for additional years (1 year increments); — 1.12.2018 to 30.11.2019. — 1.12.2019 to 30.11.2020. The service provided may be based on one or more data sources. These may include in-vehicle monitoring systems, such as Global Positioning Systems (GPS), or roadside monitoring systems, such as Automatic Number Plate Recognition (ANPR) cameras or other sensor technologies. We will consider all proposals including those from mobile phone service providers, or data collected from mobile applications used for journey time planning services. We would require travel time data to be accurately referenced to individual links within the Ordnance Survey (OS) premium version geography layers. The Department currently uses Integrated Transport Network geography (www.os.uk/itn) but expects to move across to the new Highways Network layer (www.os.uk/highways) in the near future. We would require an initial delivery of travel time data (back to September 2016) within 2 months of the contract start date. Going forward we would require data deliveries on a monthly basis in the month following the ‘reporting period’. Delivery time-scales will be more precisely defined in the OJEU Contract Notice for this procurement. Central to this contract, we would make datasets provided under the contract available without additional charges to DfT, to other Government Departments, Highways England (HE), Local Highway Authorities, Integrated and Combined Transport Authorities, Passenger Transport Executives and Transport for London for use in managing their respective road networks under their responsibility and undertaking micro and macro transport modelling simulations. The Department reserves the right to seek contributions to contract costs from these organisations. The Department anticipates commencing the procurement of the Road Travel Time Data Service with the publication of an OJEU Contract Notice by Autumn 2016.
