Tender description

East and North Hertfordshire NHS Trust (‘ENHT’) are advertising for a partner to provide a new satellite haemodialysis unit in the Luton and Dunstable area. The clinical service, including all clinical, nursing, administrative and dialysis technology staff will be provided by ENHT. The building, fitting out, some additional equipment and facilities management (FM) services will be provided by the partner which will include the provision of cleaning operatives. FM services will include building maintenance, security, cleaning, linen provision, domestic and clinical waste removal and provision of light refreshment supplies. Clinical consumables are not included in the mandatory bid. However, bidders may include clinical consumables as an optional variant bid. Information regarding the submission of mandatory and variant bids is set out in the procurement documents. The bidder is required to find a suitable location which most optimally serves the dialysis patient population (the aspiration being for 90 % of haemodialysis patients to be within 30 minutes road access of the unit). The location must be easily accessible by regular public transport, and within reasonable walking distance of such public transport, taking into account the health requirements of the users of the new Unit. The design and planning of new renal dialysis buildings or the adaptation/extension of existing facilities must be compliant with the Department of Health Building Note 07-01: Satellite Dialysis Unit or the latest standard pertaining at the time of the contract. The successful bidder will be responsible for obtaining any planning or other approvals. The Unit must provide 25 haemodialysis stations for the main dialysis area, including isolation facilities, with a 6 stationed annexe for self care. The new Unit must also incorporate an out-patient clinic area.
