Tender description
Portsmouth City Council, ‘the Authority’, has awarded a contract to deliver an Advocacy Support Service. The aim of the service is to achieve the following objectives: a) Independent Advocacy; b) Independent Mental Health Advocacy (IMHA); c) Independent Mental Capacity Advocacy (IMCA) — including IMCA in Deprivation of Liberty Safeguards (DoLS); d) Relevant Person Representative; e) Advocacy for Parents at Child Protection Case Conferences. The Contract has a commencement date of 20.6.2016. The initial Contract period will be for 3 years with the possibility of extending the term by a further 1 year to a maximum total term of 4 years in increments to be agreed, subject to the agreement and performance of both parties. The purpose of the contract is to appoint a suitably qualified organisation to provide good quality independent advocacy for the most vulnerable in Portsmouth's community which will support them to make decisions about their treatment, care and support. The service will be required to deliver different types of advocacy at different times, depending on people's needs/statutory requirements. As far as possible however, the service will deliver self-advocacy which is where an individual is supported to speak or act on their own behalf either as a member of a group or as an individual. The aim of the service is to achieve the following objectives: a) Independent Advocacy; b) Independent Mental Health Advocacy (IMHA); c) Independent Mental Capacity Advocacy (IMCA) — including IMCA in Deprivation of Liberty Safeguards (DoLS); d) Relevant Person Representative; e) Advocacy for Parents at Child Protection Case Conferences.
