Tender description

The Commission for Energy Regulation (the CER) is the independent body responsible for overseeing the liberalisation of Ireland's energy sector. The CER was initially established and granted regulatory powers over the electricity market under the Electricity Regulation Act, 1999. CER's responsibilities were expanded with the enactment of the Gas (Interim) (Regulation) Act, in 2002; The Petroleum (Exploration and Extraction) Safety Act in 2010 and The Water Services Act, 2013 & Water Services Act, 2014. CER is Ireland's economic regulator of the Irish public water and wastewater. sector. CER currently wishes to engage consultancy support to provide policy and economic advice in regard to UÉ’s Connection Charging Policy. The scope of UÉ’s Connection Charging Policy project is to provide the CER with advice to assist it in the establishment of UÉ’s enduring Connection Charging Policy. The CER will be undertaking a 4 stage consultation approach in developing UÉ’s Connection Charging Policy and Charge, as follows: Stage 1: Publish Information and Background Paper (out of scope) Stage 2: Consultation on Connection Charging Principles Stage 3: Consultation on UE’s Connection Charing Policy Stage 4: Consultation on UE’s Connection Charges and Ancillary Documents The scope includes provision of policy advice regarding connection charging principles and charging designs as well as feedback and advice regarding UÉ’s Connection Charging Policy and Charge proposals. The policy advice will be based on a phased delivery approach. Using a project gateway review, the successful tenderer will be required to complete the mandatory deliverables under Stage 2. Following completion of this stage, a decision will be made by the CER whether to progress with the first optional deliverable set out in Stage 3. Once Stage 3 has been delivered, the CER will decide whether to progress with the optional deliverables set out in Stage 4. Please see the ITT for a detailed specification.
