Tender description
The WMCA's Framework Agreement for various Lots is due to commence on 1.7.2016 and is to replace existing contracts that expire on 30.6.2016. This Contract Award Notice is concerned with Lots 3 to 7. The scope for each Lot is summarised below: Lot 3 — Infrastructure Cleaning and Audit — to clean and maintain the WMCA's estate portfolio to ensure that it is safe for all users including customers, employees, operators, visitors, tenants and other stakeholders. This Lot also covers on-bus cleaning services, waste management services and timetable information distribution services. Lot 4 — Highway Infrastructure Maintenance — the provisions within this Lot include regular inspection, data collection and maintenance to ensure that infrastructure and its environment does not deteriorate into a hazard providing opportunities for crime or a perception of crime and generating fear. The scope of highway assets specific to this Lot include shelters, poles, totems, information points, electrical connection sites and timetable cases. Lot 5 — Highway Infrastructure Supply and Install — this Lot covers the manufacture and installation of bus passenger shelters, poles, cases, flags, plates and other bus stop associated equipment which forms part of the accessible public transport system. Purchases will be made in accordance with renewal strategies. Customer needs as well as optimizing advertising space at each shelter must be at the forefront of the design and installation processes. The next generation of shelters should complement the WMCA's existing portfolio of Network shelters currently in use on the West Midlands highway. The infrastructure is intended for intensive public use and will be subject to the trials of such an environment. Therefore designs must take into consideration factors such as vandalism, climatic degradation and collision or impact damage and subsequent ease of cleaning and maintenance requirements. Lot 6 — Grounds Maintenance — The WMCA owns or leases and / or operates a number of transport related assets throughout the West Midlands area including highway infrastructure and bus stations and interchanges for bus travel; Park and Ride facilities for train travel; electronic passenger information facilities to aid passenger journeys and the Metro system between Birmingham and Wolverhampton. There are also a number of other assets including land and building structures, vehicles and an extensive CCTV network across the West Midlands transport network. The scope of assets specific to this Lot include Park and Ride sites and bus stations / interchanges. Planned operational, planned preventative and reactive maintenance works are to be carried out at rail station Park and Ride sites and at bus stations / interchanges. Lot 7 — Timetable Cases — This Lot is for the manufacture and installation of bus passenger timetable cases in line with the WMCA's renewal strategies and includes three different standard types. The Framework Agreement for each Lot will be for a maximum period of 10 years with associated call-offs. Please note that for Lots 3, 4 and 6 these call-offs will be expected to be over a longer duration and less frequent than for Lots 5 and 7.
