Summary of the work To embed Agile within the RTFO project by leading the project team on the core principles of Agile delivery and developing a cultural change to project management within the Department. What Specialists Work On The Renewable Transport Fuel Obligation (RTFO) Operating System (ROS) needs amendment to incorporate changes required in implementing the EU Fuel Quality Directive Article 7a and the Indirect Land Use Change Directive (both agreed in 2015, with different elements requiring transposition by April and September 2017). If the specialist is not located within commuting distance of Hastings, should the day rate include travel expenses or do you have a separate allowance for travel expenses? Regarding travel expenses, you replied, "Please provide the daily travel expense rate in addition to the day rate in order for us to assess both costs". When applying, there is no provision to provide a daily travel expense rate. We can only provide a day rate. How should we proceed? Please provide a consolidated day rate. 6. The following information and questions were posed in the conference call today at 10:00am and are provided here for completeness. What model of Agile will DfT be following? DfT will be adopting the GDS Agile principles, more commonly known as SCRUM. However, DfT would be keen to understand other Agile methodologies and experiences. 8. After the discovery phase will the project split into multiple teams? No. There may be several objectives/ deliverables for the RTFO project but will all be managed through one team. 9. The requirement is to provide Agile coaching to the RTFO project and the wider team. Who is the wider team? The project is made up of two project members and a senior product owner. The wider team will incorporate other product owners within the business who have responsibility for specific features and functionality. Also, the discovery will be supported by a small number of technical resources provided through an alternative procurement, therefore cross supplier collaboration is essential. 10. As there are 2 requirements for the RTFO project; Discovery team and Agile coach. Can a supplier apply for both? Yes, these are two separate procurements and suppliers are not precluded from applying for both. 11. Our experience tells us that a full time (5 days a week) Agile coach would be ‘overkill’ throughout the course of the project. Would DfT consider alternative working arrangements? Yes. DfT recognises that the working arrangements may need to change throughout the course of the project and will be open to suggestions and work closely with suppliers to identify a suitable approach. All phases of the project are subject to iterative spending approval and will be paid on a T&M basis. However, it is anticipated that the Agile coach will need to be full time for at least the discovery phase. 12. Will the RTFO project need to interface with any back end system(s)? Yes, there is a data upload required from HMRC and a separate email system that need integrating with the project.We need to be able to continue to operate the 16/17 system round to between Nov 17 and Feb 18 – in addition there is a legal requirement that we hold records for 10 years, so we will need to be able to continue to access prior data for that length of time.
