Tender description

The Contracting Authority is inviting proposals from tenderers to provide Recruitment Support Services as further detailed below. The successful tenderer must provide a dedicated consultant for the provision of these services. The successful tenderer must also be capable of delivering assistance in the areas of Recruitment Support. The Contracting Authority requires recruitment support services in relation to a number of appointments required to be put in place over a short period of time. All relevant aspects typical of recruitment support services are required to include, but not be limited to, the following: • The successful tenderer will be required to place advertisements seeking expressions of interest in respect of four (4) Mental Health Tribunal panels administered by the Mental Health Commission, namely the Chairpersons’ Panel, the Tribunal Consultant Psychiatrists’ Panel, the Other Person’s Panel and the Independent Consultant Psychiatrists’ Panel; • The successful tenderer will be required to process applications from approximately six-hundred (600) applicants. Applicants will be obliged to submit applications on-line. The content of application forms will be provided by the Contracting Authority. The successful tenderer will be required to ensure each applicant’s eligibility to apply for the relevant panel in accordance with Sections 33 (3)(b) and 48(3) of the Mental Health Act 2001; • The successful tenderer will be required to shortlist applications in accordance with the criteria which will be provided by the Contracting Authority; • The successful tenderer will be required to administer an assessment test to applicants for the Other Person Panel. The content of the assessment test will be provided by the Contracting Authority ; • The successful tenderer will be required to appoint interview boards. Interview boards will consist of an independent chair, a human resources professional and a subject expert.
