Tender description

North Lincolnshire Clinical Commissioning Group (NLCCG) in collaboration with North Lincolnshire Council (NCC) wish to engage with the market for Community Equipment and Integrated Wheelchair Services. The commissioning collaborative will be undertaking a market engagement event/ exercise for the purpose of finalising the service specification (s), assessing market capacity and informing the procurement strategy. The Commissioners are looking to secure Community Equipment and Integrated Wheelchair services for our population (in the region of 171,000). New services will commence from 1st April 2017. Extensive engagement has already taken place with service users, carers and other stakeholder groups, all of which has contributed to the design of the new service model. We are looking for providers who can bring added value to North Lincolnshire’s health and social care economy. The preferred bidder (s) will be required to demonstrate how they deliver services in an environment of transforming health and social care provision as outlined in the NHS Five Year Forward View and Care Act 2014. The procurement will be a single lot, combining the Community Equipment and Integrated Wheelchair Services. Community Equipment Service The aim of the community equipment service is to support health and social care needs, helping to alleviate risk and promote impendence. It is required to provide a service for children and adults with physical and/or learning disabilities, long term conditions or mental health problems. Additionally many older people who do not see themselves as disabled but may be frail can also benefit from these services. The service could be said to provide equipment to assist with home care or to assist with a programme of rehabilitation or to assist with independent living of people within the community. Therefore the broad range of community equipment services to be covered by the service includes short and long term loan of:- 1. Equipment for daily living, such as shower chairs and stools, bath lifts and raised toilet seats; 2. Home nursing equipment such as pressure relief mattresses and commodes; 3. Children’s equipment; 4. Sensory equipment; 5. Communication aids; 6. Specialist equipment; 7. Minor adaptations. The equipment service will provide all necessary repair and routine/emergency maintenance. Wheelchair Assessment and provision The primary aim of the wheelchair service is to meet the needs of service users with restricted mobility and their carers, through timely, high quality specialist assessment of needs and the prescribing and provision of appropriate wheelchairs (including specialist) seating systems and associated equipment, including any necessary repair and routine maintenance. It is anticipated the wheelchair service will operate a voucher scheme.
